MINUTES

  FEBRUARY 24, 2005 REGULAR MEETING

 

The regular monthly meeting of the Human Services Commission was held on Thursday, February 24, 2005 in the Ronald H. Born Auditorium at 170 Otis Street San Francisco.

ROLL CALL

President Yamasaki called the meeting to order at 9:45 a.m., noting that the Commission was present with the exception of Commissioner Stewart  who was absent and excused.

 

AGENDA

 

On motion by Vice President Martinez, seconded and carried, the Commission adopted the agenda as posted.     

 

MINUTES

On motion by Vice President Martinez,  seconded and carried, the Commission approved the minutes of the January 27, 2005 Regular Meeting as circulated.

 

EMPLOYEES OF THE MONTH

President Yamasaki announced the In Home Support Services (IHSS) Payment Unit: Supervisor Michelle Chan and Staff: Andrew Chen, Phris Keaton, Ruby Liou, Carlos Miranda, Maria Vayner, Napoleon Viray, Olivia Boudreaux, Juan Martinez, Hon-Hanh Lam, and Carol Wong had been selected the February 2005 Employees of the Month. They were recognized for their outstanding customer service and professionalism in issuing paychecks to homecare providers both quickly and accurately. Each was given an engraved paperweight and their names were engraved on the Employee of the Month Plaque. Speaking for the Payment Unit, Supervisor Michele Chan graciously accepted with thanks to all.

 

EXECUTIVE DIRECTOR’S REPORT

 

Executive Director Trent Rhorer furnished an update re the City and State budget processes and program activities.   

 

CONSENT CALENDAR

 

On motion by Vice President Martinez, seconded and carried, the Commission ratified actions taken by the Executive Director since the January 27, 2005 regular meeting in accordance with Commission authorization of June 24, 2004:

A.        Submission of requests to encumber funds in the amount of $1,706,776 for purchase of services or supplies;

B.        Submission of temporary requisition DP91303 through TE91336 for possible use in order to fill positions on a temporary basis;

C.       Submission of one temporary appointment made during the period of 1.12.05 through 2.14.05.

 

RESOLUTION PROCLAIMING MARCH 2005

SOCIAL WORK MONTH

Trent Rhorer, Executive Director, presented a resolution proclaiming March 2005 Social Work Month.

On motion by Vice President Martinez, seconded and carried, the Commission adopted the following resolution proclaiming March 2005 Social Work Month:

WHEREAS, Social Workers work to empower those who are frequently unheard; and

WHEREAS, Social Workers open the doors of access and opportunity for everyone, particularly those in greatest need; and

WHEREAS, Social Workers use their education, professional training, and commitment to improve all communities; and

WHEREAS, Social Workers are dedicated advocates for the rights of others; and

WHEREAS, Social Workers shape numerous programs and policies that strengthen individual lives and society, and

WHEREAS, Social Workers, whether in direct practice, administration, education and research, or policy development, make an impact in every community; and

WHEREAS, every day Social Workers help thousands of San Francisco residents take charge of their lives by helping them navigate complex social systems, connecting them to appropriate resources, helping them understand and use their strengths to overcome life’s adversities, and shape programs and policies that contribute to healthy and successful communities; and

WHEREAS, March has been nationally designated as a month to acknowledge and recognize the contributions to the quality of life nationally as Social Work Month since 1984; now, therefore be it

RESOLVED, that the San Francisco Human Services Commission at its meeting held February 24, 2005 does hereby proclaim the month of March 2005 as Social Work Month’ and be it further

RESOLVED, that the Commission respectfully requests the City and County of San Francisco Board of Supervisors and Mayor Gavin Newsom proclaim the month of March 2005 as Social Work Month.

 

FISCAL YEAR 2005-2006 BUDGET

Deputy Director Phil Arnold presented an overview of the current status of the Fiscal Year 2005-2006 Human Services Agency Budget.

On motion by Vice President Martinez, seconded and carried, the Commission approved the Human Service Agency Fiscal Year 2005-2006 Budget as previously presented.

 

DEPARTMENT OF CHILDREN, YOUTH AND THEIR FAMILIES COMMUNITY NEEDS ASSESSMENT

Margaret Brodkin, Executive Director – Department of Children, Youth and Their Families, presented an overview of the Needs Assessment.

The Commission received a draft of the Department of Children Youth and Their Families Community Needs Assessment.

 

EPISCOPAL COMMUNITY SERVICES

Deputy Director Phil Arnold presented the request to enter into a Zygmund Arendt Grant Agreement with Episcopal Community Services.

On motion by Commissioner Murphy, seconded and carried, the Commission granted authorization to enter into a Zygmund Arendt Grant Agreement with EPISCOPAL COMMUNITY SERVICES for the provision of job training services to homeless and extremely poor individuals; during the period of April 1, 2005 through March 31, 2008; in a total contract amount not to exceed $189,099.

 

FLORENCE CRITTENTON SERVICES

Deputy Director Phil Arnold presented the request to enter into a Zygmund Arendt Grant Agreement with Florence Crittenton Services.

On motion by Commissioner Dearman, seconded and carried, the Commission granted authorization to enter into a Zygmund Arendt Grant Agreement with FLORENCE CRITTENTON SERVICES for the provision of services to extremely poor individuals/families; during the period of April 1, 2005 through March 31, 2008; in a total contract amount not to exceed $229,280.

 

RENAISSANCE PARENTS OF SUCCESS

Deputy Director Phil Arnold presented the request to enter into a Zygmund Arendt Grant Agreement with Renaissance Parents of Success.

On motion by Vice President Martinez, seconded and carried, the Commission granted authorization to enter into a Zygmund Arendt Grant Agreement with RENAISSANCE PARENTS OF SUCCESS for the provision of job placement, case management and tutorial services to Foster Youth; during the period of March 1, 2005 though February 28, 2007; in a total contract amount not to exceed $166,108.

 

SELF HELP FOR THE ELDERLY

Deputy Director Phil Arnold presented the request to enter into a Zygmund Arendt Grant Agreement with Self Help for the Elderly.

On motion by Commissioner Dearman, seconded and carried, the Commission granted authorization to enter into a Zygmund Arendt Grant Agreement with SELF HELP FOR THE ELDERLY for the provision of case management services to disabled adults and the frail elderly; during the period of March 1, 2005 through February 28, 2007; in a total contract amount not to exceed $99,000.

 

PUBLIC COMMENT

President Yamasaki’s call for public comment did not yield a response.  

 

ADJOURNMENT IN MEMORY

President Yamasaki adjourned the meeting at 11 a.m. in memory of the late Ronald Moreno Gallegos; outstanding tenor, community leader and social services professional retired from the San Francisco Department of Social Services with 35 years of dedicated service.  Mr. Gallegos died on December 20, 2004.  He will be missed.
