SAN FRANCISCO HUMAN SERVICES COMMISSION

MINUTES

DECEMBER 18, 2003 REGULAR MEETING

The regular monthly meeting of the Human Services Commission was held on Thursday, December 18, 2003, in the Ronald H. Born Auditorium at 170 Otis Street, San Francisco.

President Clarke called the meeting to order at 9:50 a.m. noting the Commission was present . 

 

AGENDA

On motion by Vice President Gaines, seconded and carried, the Commission adopted the agenda as amended: 

Item VIII.B. Larkin Street – amount changed to $1,009,116. 

 

MINUTES

On motion by Commissioner Yamasaki, seconded and carried, the Commission adopted the minutes of the November 20, 2003 Regular Meeting as circulated.

 

MANAGER OF THE YEAR

President Clarke presented the 2003 Manager of the Year Award to PHIL ARNOLD, the Department’s Director of Finance and Planning.  Phil was honored for applying his skill and creativity to the development of the Department’s budget in this difficult fiscal climate.  His name has been engraved on the Employee of the Month plaque and he was presented an engrave desk clock and pen set.  Phil graciously accepted with thanks to all.

EXECUTIVE DIRECTOR’S REPORT

Executive Director Trent Rhorer furnished an update re the local and state budgets.

 

CONSENT CALENDAR

On motion by Commissioner Martinez, seconded and carried, the Commission ratified actions taken by the Executive Director since the

November 20, 2003 regular meeting in accordance with the Commission authorization of June 26, 2003:

1.        Submission of requests to encumber funds in the amount of $1,294,717 for purchase of services or supplies

2.          Submission of temporary requisitions TE91186 thru TE91189 for possible use in order to fill positions on a temporary basis;

3.          Submission of report indicating zero temporary appointments made during the period of Nov. 13, 2003 through Dec 8, 2003.

 

LEGAL SERVICES FOR CHILDREN

John Tsutakawa, Family and Children’s Services Contract Liaison, presented the request to modify the Legal Services for Children contract.

On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to modify the contract with

LEGAL SERVICES FOR CHILDREN for provision of a Youth Task Force; during the period of January 1, 2004 through June 30, 2004; in the additional amount of $37,875 for a revised total contract amount not to exceed $75,375.

 

LARKIN STREET YOUTH SERVICES

Mikyung Kim, Supportive Housing Grants Manager, presented the request to renew the contract with Larkin Street Youth Services.

On motion by Vice President Gaines, seconded and carried, the Commission granted authorization to renew the contract with

LARKIN STREET YOUTH SERVICES for provision of Avenues to Independence; for the period of January 1, 2004 through December 31, 2006; in a total contract amount not to exceed $1,009,116.

 

 

EPISCOPAL COMMUNITY SERVICES

Joyce Crum, Deputy Director Homeless and Housing, presented the request to modify the contract with Episcopal Community Services.

On motion by Commissioner Yamasaki, seconded and carried, the Commission granted authorization to modify the contract with

EPISCOPAL COMMUNITY SERVICES for provision of homeless shelters; during the period of December 1, 2003 through June 30, 2004 in the additional amount of $80,000 for a revised total contract amount not to exceed $3,442,936.

 

CENTRAL CITY HOSPITALITY HOUSE

Joyce Crum, Deputy Director Homeless and Housing, presented the request to modify the contract with Central City Hospitality House.

On motion by Vice President Gaines, seconded and carried, the Commission granted authorization to modify the contract with

CENTRAL CITY HOSPITALITY HOUSE for provision of homeless shelters; during the period of December 1, 2003 through June 30, 2004 in the additional amount of $50,000 for a revised total contract amount not to exceed $752,145.

 

DOLORES STREET COMMUNITY SERVICES

Joyce Crum, Deputy Director Homeless and Housing, presented the request to modify the contract with Dolores Street Community Services.

On motion by Vice President Gaines, seconded and carried, the Commission granted authorization to modify the contract with

DOLORES STREET COMMUNITY SERVICES for provision of homeless shelters; during the period of December 1, 2003 through June 30, 2004 in the additional amount of $50,000 for a revised total contract amount not to exceed $2,316,212.

 

FAMILY SUPPORT SERVICES OF THE BAY AREA

Michele Rutherford, Program Manager – Child Care Policy and Planning, presented the request to enter into a new contract with Family Support Services of the Bay Area.

On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to enter into a new contract with

FAMILY SUPPORT SERVICES OF THE BAY AREA for provision of Emergency Back-up and Mildly Ill Childcare Services; during the period of January 1, 2004 through June 30, 2005;  in a total contract amount not to exceed $427,500.

 

SAINT VINCENT DE PAUL SOCIETY

Pearl Howell, Program Specialist, presented the request to enter into a new contract with the Saint Vincent de Paul Society.

 

On motion by Vice President Gaines, seconded and carried, the Commission granted authorization to enter into a new contract with

SAINT VINCENT DE PAUL SOCIETY to provide consultation and counseling by domestic violence advocates for

CalWORKs clients; during the period of January 1, 2004 through June 30, 2005; in a total contract amount not to exceed $168,420.

 

EARNED ASSETS RESOURCE NETWORK, INC.

Hope Kamimoto, Principal Administrative Analyst, presented the request to modify the contract with Earned Assets Resource Network, Inc.

On motion by Vice President Gaines, seconded and carried, the Commission granted authorization to modify the contract with

EARNED ASSETS RESOURCE NETWORK, INC. (EARN) for the provision of Individual Development Accounts; during the period of January 1, 2004 through June 30, 2004; in the additional amount of $135,000 for a revised total contract amount not to exceed $300,000.

 

PUBLIC COMMENT

Richard Midgett, spoke to his concerns re Eviction Defense availability for PAES clients. 

Bruce Allison expressed concern re Conard House.

Garth Ferguson expressed concerns re Care Not Cash.

Allison Lum, with the Coalition on Homelessness, requested further discussion relative to the implementation of Care Not Cash and Real Housing Real Care Programs.
