On motion by Vice President Gaines, seconded and carried, the Commission approved the minutes of the April 24, 2003 Regular Meeting as circulated.
On motion by Commissioner Martinez, seconded and carried, the Commission approved the minutes of the May 7, 2003 Special Meeting as circulated. |

The volunteers provided tax services to low-income residents of San Francisco and were able to recoup $446,731 in Earned Income Tax Credits and $647, 990 in total Refunds. Each volunteer was presented an engraved paperweight and their names have been engraved on the Employee of the Month plaque. |

EXECUTIVE DIRECTOR'S REPORT |
Executive Director Trent Rhorer congratulated Commissioner Anita Martinez on her reappointment to the Human Services Commission.
Mayor Brown performed the ceremony May 9, 2003.
Much has happened re Proposition N: The May 8, 2003 Superior Court ruling upheld the claim that voters had no authority to set General Assistance rates. The Department awaits the Board's decision while working with the Mayor's Office, the City Attorney, and the Board of Supervisors to implement the will of the voters.
The City Budget will be sent to the Board of Supervisors on June 1, 2003. June 9th the Department will make its Budget presentation to the Board's Budget Committee.
At the State level, the May Budget Revise was released last week. The Department has been pleasantly surprised by its content.
The Department recently held its fourth annual Diversity Conference. The event was attended by 150 employees and well received.
SEIU contract negotiations have been completed. The membership will vote next week.
Family and Children's Services continues to plan for the Department's Youth Initiative Policy Forum scheduled for June 5th. Family and Children's Services is also working with the State to develop a transitional housing program for youth. |

CONSENT CALENDAR |
On motion by Vice President Gaines, seconded and carried the Commission ratified the actions taken by the Executive Director since the April 24, 2003 meeting in accordance with Commission Authorization of June 27, 2002:
1. Submission of requests to encumber funds in the amount of $2.801.255 for purchase of services or supplies;
2. Submission of temporary requisitions TE1087 through TE9112 for possible use in order to fill positions on a temporary basis;
3. Submission of report of six temporary appointments made during the period of April 12 through May 13, 2003. |

LEGAL SERVICES FOR CHILDREN |
John Tsutakawa, Family and Children's Services Contract Liaison, presented the request to renew the Legal Services For Children contract.
On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to renew the contract with LEGAL SERVICES FOR CHILDREN for Youth Task Force/Children's System of Care; during the period of July 1, 2003 through December 31, 2003; in a total contract amount not to exceed $37,750. |

GOLDEN BEAR ASSOCIATES |
John Tsutakawa, Family and Children's Services Contract Liaison, presented the request to renew the Golden Bear Associates contract.
On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to renew the contract with GOLDEN BEAR ASSOCIATES for provision of Children's System of Care Special Projects; during the period of July 1, 2003 through June 30, 2004; in a total contract amount not to exceed $90,000. |

BLACK ADOPTION AND RESEARCH CENTER |
John Tsutakawa, Family and Children's Services Contract Liaison, presented the request to modify the Black Adoption and Research Center contract.
On motion by Vice President Gaines, seconded and carried, the Commission granted authorization to modify the contract with BLACK ADOPTION AND RESEARCH CENTER for provision of specialized Training for Adoptive Parents; during the period of July 1, 2003 through June 30, 2006;in the additional amount of $69,000 for a revised total contract amount not to exceed $1,477,950. |

Pat Kilkenny, Program Support Analyst, presented the request to renew the contract with Cynthia Wooten.
On motion by Commissioner Yamasaki, seconded and carried, the Commission granted authorization to renew the contract with CYNTHIA WOOTEN for provision of mediation and outreach services to County Adult Assistance Programs(CAAP) and Non Assistance Food Stamps (NAFS) Program; during the period of July 1, 2003 through June 30, 2004; in a total contract amount not to exceed $48,000. |

UNITED COUNCIL OF HUMAN SERVICES |
Joyce Crum, Deputy Director - Homeless and Housing, presented the request to renew the contract with United Council of Human Services.
On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to renew the contract with UNITED COUNCIL OF HUMAN SERVICES for provision of Bayview Resource Center; during the period of July 1, 2003 through June 30, 2006; in a total contract amount not to exceed $2,767,896. |

Joyce Crum, Deputy Director - Homeless and Housing, presented the request to renew the contract with United Council of Human Services.
On motion by Vice President Gaines, seconded and carried, the Commission granted authorization to renew the contract with UNITED COUNCIL OF HUMAN SERVICES for provision of Housing Urban Development (HUD) Bayview Drop-In Center; during the period of September 1, 2003 through August 31, 2006; in a total contract amount not to exceed $356,634. |

COMPASS COMMUNITY SERVICES |
Cindy Ward, Housing and Homeless Family Programs Manager, presented the request to renew the contract with Compass Community Services.
On motion by Vice President Gaines, seconded and carried, the Commission granted authorization to renew the contract with COMPASS COMMUNITY SERVICES for provision of Housing Urban Development (HUD) Connecting Point; during the period of July 1, 2003 through June 30, 2006; in a total contract amount not to exceed $721,734. |

HOLY FAMILY DAY HOME |
Cindy Ward, Housing and Homeless Family Programs Manager, presented the request to renew the contract with Holy Family Day Home.
On motion by Commissioner Yamasaki, seconded and carried, the Commission granted authorization to renew the contract with HOLY FAMILY DAY HOME for provision of Housing Urban Development (HUD) Childcare Services; during the period of July 1, 2003 through June 30, 2006; in a total contract amount not to exceed $705,792. |

CATHOLIC CHARITIES |
Shelagh Little, Deputy Director of Housing, presented the request to renew the contract with Catholic Charities.
On motion by Vice President Gaines, seconded and carried, the Commission granted authorization to renew the contract with CATHOLIC CHARITIES for provision of Housing Urban Development (HUD) Treasure Island Supportive Services; during the period of July 1, 2003 through June 30, 2006; in a total contract amount not to exceed $842,505. |
