MINUTES

  DECEMBER 16, 2004 REGULAR MEETING

The regular monthly meeting of the Human Services Commission was held on Thursday, December 16, 2004, in the Ronald H. Born Auditorium at 170 Otis Street, San Francisco.

WELCOME

President Yamasaki  welcomed Brian Murphy, appointed to the Commission by Mayor Newson November 16, 2004.

 

ROLL CALL

President Yamasaki called the meeting to order at 9:40 a.m., noting the Commission was present.

 

AGENDA

 

On motion by Commissioner Stewart, seconded and carried, the Commission adopted the agenda amended as follows: 

           Item VII.D Community Housing Partnership – the amount was changed to read $59,625.

                                                 

MINUTES

On motion by Commissioner Stewart, seconded and carried, the Commission approved the minutes of the November 18, 2004 Regular Meeting as circulated.

   

NOVEMBER 2004 EMPLOYEE OF THE MONTH

President Yamasaki presented County Adult Assistance Program (CAAP) Intake Section Manager ROSANA SORIANO as the November 2004 Employee of the Month.  Ms. Soriano was honored as a problem solver with high personal standards and a commitment to excellence in the performance of her duties.  She was presented an engraved desk clock and her name has been engraved on the Employee of the Month Plaque.  Ms. Soriano graciously accepted with thanks.

 

2004  MANAGER OF THE YEAR

President Yamasaki presented the 2004 Manager of the Year Award to Deputy Director SALLY KIPPER.  Ms. Kipper was honored for her outstanding contribution to the efficient operation of the Department.  Her name has been engraved on the perpetual plaque and she was presented an engraved album.  Ms. Kipper graciously accepted with thanks to all.

 

EXECUTIVE DIRECTOR’S REPORT

Executive Director Trent Rhorer furnished an update re the City budget process, Care Not Cash implementation, and program activities.

 

CONSENT CALENDAR

 

On motion by Commissioner Dearman, seconded and carried, the Commission excused Commissioner Murphy from the vote on the Private Industry Council item to avoid a conflict of interest.  Commissioner Murphy serves on the Private Industry Council Executive Committee.

On motion by Commissioner Stewart, seconded and carried with Commissioner Murphy abstaining, the Commission approved the Private Industry Council encumbrance in the amount of $265,227.

On motion by Vice President Martinez, seconded and carried, the Commission:

1.  Ratified actions taken by the Executive Director since the November 18, 2004 regular meeting in accordance with Commission authorization of 6.24.04:

A.        Submission of requests to encumber funds in amount of $811,140 for purchase of services or supplies;

B.        Submission of temporary requisition TE91296 for possible use in order to fill positions on a temporary basis;

C.       Submission of four temporary appointments made during the period of 11.10.04 through l2.7.04.

 

SPECIAL ORDER OF BUSINESS –

“WORK MATTERS”

Dan Kelly, Strategic Planning Coordinator, presented information re “Work Matters” a photo exhibit done in partnership with the San Francisco Labor Archives and Research Center.  The exhibit is now up in the client waiting rooms, lobbies and classrooms at 170 Otis Street and 1235 Mission and is a collection of 29 historical photographs of men and women at work in the Bay Area.

 

ADVISORY COUNCIL TO THE AGING AND ADULT SERVICES COMMISSION

Luis Calderon, Council President, presented an overview of the Aging and Adult Services Commission Advisory Council that is composed of volunteers who provide information and guidance to the staff and board of the Area Agency on Aging.  The role of the Advisory Council members includes planning, communications, and advocating for older persons and younger persons with disabilities.

William Hollabaugh, First Vice President of the Aging and Adult Services Commission Advisory Council and President of the Area Agency on Aging, presented an overview of the activities of the Area Agency on Aging.

Cathy Russo, Secretary – Aging and Adult Services Commission Advisory Council, spoke to the benefits found in combining the Aging and Adult Services Department with the Department of Human Services under the umbrella of the Human Services Agency.

 

HERNANDEZ & ASSOCIATES

Hope Kamimoto, Principal Administrative Analyst, presented the request to enter into a new contract with Hernandez & Associates.

On motion by Vice President Martinez, seconded and carried, the Commission granted authorization to enter into a new contract with HERNANDEZ & ASSOCIATES for provision of an evaluation of the Community Jobs Program; during the period of December 20, 2004 through March 31, 2005; in a total contract amount not to exceed $47,890.

 

HOMEBASE, CENTER FOR COMMON CONCERNS

Mikyung Kim, Supportive Housing Grants Manager, presented the request to enter into a new contract with Homebase, Center for Common Concerns.

On motion by Commissioner Murphy, seconded and carried, the Commission granted authorization to enter into a new contract with HOMEBASE, CENTER FOR COMMON CONCERNS for provision of McKinney evaluation/grant writing services; during the period of January 1, 2005 through August 31, 2005; in a total contract amount not to exceed $99,331.

 

COMMUNITY HOUSING PARTNERSHIP

Daryl Higashi, Supportive Housing Finance Director, presented the rrequest to enter into a new contract with Community Housing Partnership.

On motion by Vice President Martinez, seconded and carried, the Commission granted authorization to enter into a new contract withCOMMUNITY HOUSING PARTNERSHIP for provision of predevelopment services on the 850 Broderick Street Permanent Supportive Housing for Homeless Seniors Project; during the period of December 17, 2004 through April 30, 2005; in a total contract amount not to exceed $59,625.

 

SHELTER GRIEVANCE ADVISORY COMMITTEE

 

Cindy Ward, Housing and Homeless Family Program Manager, presented a recommendation for appointment to the Shelter Grievance Advisory Committee.

On motion by Commissioner Dearman, seconded and carried, the Commission approved the appointment of Pearl Edwards with Swords to Plowshares, to a Community At Large Seat of the Shelter Grievance Committee.

 

HAMILTON FAMILY CENTER

Cindy Ward, Housing and Homeless Family Program Manager, presented a request to renew the contract with Hamilton Family Center.

On motion by Commissioner Dearman, seconded and carried, the Commission granted authorization to renew the contract with HAMILTON FAMILY CENTER for provision of Hamilton Transitional Housing Program; during the period of January 1, 2005 through December 31, 2005; in a total contract amount not to exceed $752,229.

 

TENDERLOIN HOUSING CLINIC

Scott Walton, Supportive Housing Program Manager, presented the request to modify the contract with Tenderloin Housing Clinic.

On motion by Vice President Martinez, seconded and carried, the Commission granted authorization to modify the contract with TENDERLOIN HOUSING CLINIC to add Money Management/Representative Payee Services to the Single Room Occupancy Housing Program; during the period of January 1, 2005 through June 30, 2005; in the additional amount of $308,706 for a revised total contract amount not to exceed $6,924,147.

 

TENDERLOIN HOUSING CLINIC

Scott Walton, Supportive Housing Program Manager, presented the request to modify the contract with Tenderloin Housing Clinic.

On motion by Vice President Martinez, seconded and carried, the Commission granted  authorization to modify the contract with TENDERLOIN HOUSING CLINIC to extend the Modified Payment Program to implement program revision during the period of January 1, 2005 through June 30, 2005; in the additional amount of $180,520 for a revised total contract amount not to exceed $972,036.

 

PUBLIC COMMENT

Helen Sanders, with SEIU Local 24/7, urged support of security officers in their effort to seek union representation.

 

ADJOURNMENT IN MEMORY

President Yamasaki adjourned the meeting at 11:15 a.m. in memory of the late Anne Harrington, a well-respected member of the Department’s  Homeless Team who served with distinction as the Department’s Rental Assistance Coordinator.  Ms. Harrington died peacefully on December 10th.  She will be missed.
