SAN FRANCISCO HUMAN SERVICES COMMISSION

MINUTES

     February 19, 2004 Special Meeting

A special meeting of the Human Services Commission was held on Thursday, February 19, 2004, in the Ronald H. Born Auditorium at 170 Otis Street, San Francisco.

President Clarke called the meeting to order at 9:40 a.m. noting that the Commission was present.

On motion by Vice President Gaines, seconded and carried, the Commission adopted the agenda as posted.

 

DEPARTMENT OF HUMAN SERVICES
FISCAL YEAR 2004-2005
BUDGET CONTINGENCY REDUCTION PLAN

Phil Arnold, Director of Planning and Budget, presented the Fiscal Year 2004-2005 Budget Contingency Reduction Plan. 

Joanne Bakewell spoke in support of In Home Support Services and urged continued funding.

Robert Bakewell spoke in opposition to proposed In Home Support Service cuts.

Marie Jobling, with Planning for Elders in the Central City, spoke in opposition to proposed In Home Support Service cuts.

Brian Cahill, with Catholic Charities/Catholic Youth Organization, urged continued support of services for homeless families.

Donna Schempp, with the Family Caregiver Alliance, opposed In Home Support Service funding reduction.

Steve Bingham, with Bay Area Legal Aid, suggested SSI Advocacy as an area that should be strengthened.

Hindolo Brima, with Supportive Housing Employment Collaborative, urged continued support of employment services for the poor.

Dennis Wilson with Supportive Housing Employment Collaborative, spoke in support of the Supportive Housing Employment Program.

Aumijo S. Gomes, with San Francisco Youth Works, urged continued support of the Youth Works Program.

Jackie Jenks, with Hospitality House, opposed cuts to the supportive housing and employment programs.

Gregg Solomon, with Supportive Housing Employment Collaborative, urged continued support of the program.

Willie Bergens, with Supportive Housing Employment Collaborative, spoke in support of the SHEC Program and urged support.

Karl Kramer, with the Living Wage Coalition, spoke in support of the PAES to Work and Community Jobs Programs and urged continued support.

Margy Baran, with the In Home Support Services Consortium and the Community Service Network, spoke in opposition to community based organization funding cuts.

Debra Howell, with Planning for Elders in the Central City, urged continued support of the Share of Costs Pilot Project and opposed cuts to In Home Support Services.

Carrie Hook, with Compass Community Services, spoke in opposition to proposed cuts to homeless family services.

Sam Cobbs, with Larkin Street Youth Services, spoke in opposition to cuts proposed to supportive services for homeless youth.

Dolores Williams, with Coalition for Ethical Welfare Reform, spoke in opposition to housing subsidy cuts.

Liz Lerma, with the San Francisco Department of Public Works, urged continued support of the Adopt-A-Block Program.

Richard Heasly, with Conard House/SHEC, spoke in opposition to the proposed cut in SHEC funding.

John Melone, with the Homeless Senior Task Force, spoke in opposition to services for homeless seniors.

Mel Beetle, with the Senior Action Network, spoke in opposition to cuts proposed for supportive housing services.

Ken Reggio, with Episcopal Community Services, spoke in opposition to cuts proposed for the SHEC Program.

 

 

President Clarke thanked the assembly for their thoughtful input.  

President Clarke noted the Fiscal Year 2004-2005 Budget Contingency Reduction Plan will be considered at the February 26, 2004 Regular Meeting.
