MINUTES

  JANUARY 27, 2005 REGULAR MEETING

The regular monthly meeting of the Human Services Commission was held on Thursday, January 27, 2005, in the Ronald H. Born Auditorium at 170 Otis Street San Francisco.

ROLL CALL

President Yamasaki called the meeting to order at 9:40 a.m., noting that the Commission was present.

 

AGENDA

 

On motion by Vice President Martinez, seconded and carried, the Commission adopted the agenda with the following amendment: 

Item VII.E. Central City Hospitality House – term to read 1/1/05-6/30/05, modification amount $184,580, total amount $788,941..

 

MINUTES

On motion by Commissioner Dearman, seconded and carried, the Commission approved the minutes of the December 16, 2004 Regular Meeting as circulated.

 

EMPLOYEES OF THE MONTH

President Yamasaki announced the Records Management Team: Acting Supervisors Mark Antonio and Phillip Mau;  Staff: Wilson Louie, Henry Wong,

Tom Mau, Lerma Francisco, Judy Yuen, George Toy, Sunyoung Kim, Kent Hunter, Virginia Hayes, Sandra Martinez, Hao Huynh, Pepito Acosta, Michelle Shinn, LaVahn Gay, Ellen Lew, Kimchi Tiet-Tran, Ann Ling Jones had been selected January 2005 Employees of the Month.  The award was given in recognition of their outstanding service delivery.  Each team member was given an engraved paperweight and their names were engraved on the Employee of the Month Plaque.

 

EXECUTIVE DIRECTOR’S REPORT

 

Executive Director Trent Rhorer furnished an update re the City and State budget processes and program activities.  Mr. Rhorer announced the appointment of Patricia Burns to the position of Acting Director of Personnel & Staff Development.  Ms. Burns replaces Yvonne Hudson, who is accepting a position with the City of Oakland.  Congratulations to Arlene Hylton, honored by KPIX Channel 5 as the recipient of the Jefferson Award for Community Service.

 

CONSENT CALENDAR

 

On motion by Vice President Martinez, seconded and carried, the Commission ratified actions taken by the Executive Director since the December 16, 2004 regular meeting in accordance with Commission authorization of June 24, 2004:

A.        Submission of requests to encumber funds in the amount of $2,037,331 for purchase of services or supplies;

B.        Submission of temporary requisition DE91297 through TE91302 for possible use in order to fill positions on a temporary basis;

C.       Submission of eight temporary appointments made during the period of 12.8.04-1.11.05.

 

DEPARTMENT OF HUMAN SERVICES

FISCAL YEAR

2005-1006

BUDGET

Deputy Director Phillip Arnold presented the Department of Human Services Fiscal Year 2005-2006 Budget proposal.

Rosie Kennedy, Child Care Provider, urged continued support of programs benefiting children and families.

Delia Suarez, representing Parents and Family Child Care Providers, urged support for the programs serving families and children.

Sin Yee Pon, Chapter President – SEIU Local 790, urged management to include the union in the budget discussion.

Ayoka Turner, Staff to the San Francisco Youth Commission, expressed concern re the proposed child care budget cuts.

Michele B. Lundy, Child Care Provider, urged continued support of the Wage Plus Program.

Raisa Tabachuik, Child Care Provider, urged continued support of the programs benefiting low-income families.

Quintin Mecke, San Francisco Human Services Network, urged collaboration with Community-Based Organizations in the budget process.

On motion by Commissioner Stewart, seconded and carried, the Commission approved the Fiscal Year 2005-2006 Reduction Plan as presented, subject to the deletion of the Department of Aging & Adult Services items if there is a determination that the Human Services Commission lacks authority over those items.  (SEE ATTACHMENT ONE)

 

HUMAN SERVICES CARE FUND

 

Annual Hearings to Adopt Findings for

Fiscal Year 2005-2006

 

Quarterly Hearing to Review Estimates of Revenues Allocated for Fiscal Year 2004-2005

On motion by Commissioner Dearman, seconded and carried, the Commission adopted the finding that the Human Services Care Fund will generate $14.2 million in revenue in Fiscal Year 2005-2006.

Deputy Director Phillip Arnold provided an update to the Fiscal Year 2004-2005 savings projections for the Human Services Care Fund noting the Fiscal Year 2004-2005 budgeted amount for the Human Services Care Fund is $10,054,263.  Based on calculations of actual and projected savings through June 2005, the total amount in the Human Services Care Fund for Fiscal Year 2004-2005 should be $12,962,486, which means that the Fiscal Year 2004-2005 budget is under funded by $2.9 million.

On motion by Vice President Martinez, seconded and carried, the Commission adopted findings regarding the revised Fiscal Year 2004-2005 Care Fund savings estimate of $12,962,486 and authorized transmission of the information to the Board of Supervisors and the Office of the Controller.

 

FEBRUARY 2005

NATIONAL PARENT

LEADERSHIP MONTH

Janice Anderson-Santos, Deputy Director, presented a resolution proclaiming February 2005 National Parent Leadership Month.

On motion by Commissioner Murphy, seconded and carried, the Commission adopted the following resolution proclaiming February 2005 National Parent Leadership Month:

WHEREAS, meaningful Parent Leadership occurs when parents gain the knowledge and skills necessary to function in meaningful leadership roles and

present a “parent voice” to help shape the direction of their families, programs and communities; and

WHEREAS, Parent Leadership is an essential and effective means of strengthening families and preventing child abuse and neglect; and

WHEREAS, the Department of Human Services recognizes the vital importance of partnering with parents and that Parent Leadership is a necessary

component in any effective family strengthening and family support program; and

WHEREAS, Parents Anonymous Inc. developed the National Parent Leadership Team, an innovative model that actively supports parents in meaningful

Parent Leadership roles to help shape programs, practices, policies and legislation that impact families everywhere; and

WHEREAS, Parents Anonymous Inc. developed the first state-level Parent Leadership Team in California to work as their partners to provide Parent Leadership training and technical assistance to parents and professionals in all counties throughout the state; and

WHEREAS, the Department of Human Services Family and Children’s Services Division is creating a Parent Advisory Council to recognize parents as key

stakeholders in the department’s child welfare redesign initiative; and

WHEREAS, Parents Anonymous, Inc. is providing training and technical assistance to the Family and Children’s Services Division, because Parent Leadership

  is a necessary component in any effective family strengthening and family support program; and

WHEREAS, National Parent Leadership Month recognizes, honors and celebrates parents for their vital leadership roles in their homes and communities,

and in local, state and national arenas; now, therefore be it

RESOLVED, that the San Francisco Human Services Commission at its meeting held January 27, 2005, hereby proclaims the month of February 2005 as

National Parent Leadership Month; and be it further

RESOLVED, that the San Francisco Human Services Commission respectfully requests that the City and County of San Francisco Board of Supervisors

and Mayor Gavin Newsom proclaim the month of February 2005 as National Parent Leadership Month.

 

UCSF/SFGH CITYWIDE CASE MANAGEMENT BEHAVIORAL HEALTH ROVING TEAM

Shelagh Little, Deputy Director of Housing, presented the request to modify the contract with UCSF/SFGH Citywide Case Management Behavioral Health Roving Team.

On motion by Commissioner Murphy, seconded and carried, the Commission excused Commissioner Stewart from the vote in order to avoid a conflict of interest.  Commissioner Stewart serves in the Department of Psychiatry at the University of California – San Francisco.

On motion by Commissioner Murphy, seconded and carried with Commissioner Stewart abstaining, the Commission granted authorization to modify the contract with the UNIVERSITY OF CALIFORNIA AT SAN FRANCISCO/SAN FRANCISCO GENERAL HOSPITAL CITYWIDE CASE MANAGEMENT BEHAVORIAL HEALTH ROVING TEAM for provision of Homeless Outreach Services; during the period of February 1, 2005 through June 30, 2005; in the additional amount of $173,944 for a revised total contract amount not to exceed $373,049.

 

CENTRAL CITY HOSPITALITY HOUSE

Joyce Crum, Deputy Director Homeless and Housing Programs, presented the request to modify the contract with Central City Hospitality House.

On motion by Vice President Martinez, seconded and carried by a vote of four to one with Commission Stewart dissenting, the Commission granted authorization to modify the contract with CENTRAL CITY HOSPITALITY HOUSE, for provision of a drop-in center; during the period of January 1, 2005 through June 30, 2005; in the additional amount of $284,580 for a revised total contract amount not to exceed $788,941.

 

TENDERLOIN AIDS RESOURCE CENTER

Joyce Crum, Deputy Director Homeless and Housing Programs, presented the request to enter into contract with Tenderloin Aids Resource Center.

On motion by Vice President Martinez, seconded and carried, the Commission granted authorization to enter into contract with TENDERLOIN AIDS RESOURCE CENTER for provision of the Tenderloin Resource Center Program; during the period of February 1, 2005 through June 30, 2006; in a total contract amount not to exceed $803,226.

 

ELECTION OF OFFICERS

 

By acclamation, Commissioner George Yamasaki, Jr. was elected President of the Human Services Commission for the one-year term expiring January 31, 2006.

By Acclamation, Commissioner Anita Martinez, was elected Vice President of the Human Services Commission for the one-year term expiring January 31, 2006.

 

PUBLIC COMMENT

President Yamasaki’s call for public comment did not yield a response.

 

ADJOURN

President Yamasaki adjourned the meeting at 11:45 a.m.
