SAN FRANCISCO HUMAN SERVICES COMMISSION

MINUTES

    March 25, 2004 Regular Meeting

The regular monthly meeting of the Human Services Commission was held on Thursday, March 25, 2004, in the Ronald H. Born Auditorium at 170 Otis Street,
San Francisco.

ROLL CALL

President Gaines called the meeting to order at 9:40 a.m. noting that the Commission was present.     

 

AGENDA

On motion by Commissioner Yamasaki, seconded and carried, the Commission adopted the agenda with one change:

Item VII.K. To modify contracts to provide expanded hours of operation at Homeless Shelters – continued to the call of the Chair.

 

MINUTES

On motion by Vice President Clarke, seconded and carried, the Commission approved the minutes of the February 26, 2004 Regular Meeting as circulated.  

 

MARCH 2004 EMPLOYEES OF THE MONTH

President Gaines presented the March 2004 Employees of the Month Award to Food Stamp Quality Assurance Reviewers: Sue Brown, Margarita Gallo, Jeannette Louie and Richard Nguyen of CalWORKs and Lota Torres-Clemente and Patricia Pinell of Non-Assistance Food Stamps.  They were honored for their outstanding work and dedication in helping improve Food Stamp payment accuracy.  Their names have been engraved on the Employee of the Month plaque.  They were presented engraved desk clocks.

 

EXECUTIVE DIRECTOR’S REPORT

 

Executive Director Trent Rhorer furnished updates re the Care Not Cash implementation, and the State and City budget processes.

 

CONSENT CALENDAR

On motion by  Commissioner Morrison, seconded and carried, the Commission ratified actions taken by the Executive Director since the February 26, 2004 Regular Meeting in accordance with Commission authorization of June 24, 2004:

                   1.      Submission of requests to encumber funds in the amount of $878,713 for purchase of services or supplies;

                   2.        Submission of temporary requisitions DP91202 through TE1209 for possible use in order to fill positions on a temporary basis;

                   3.       Submission of report of 8 temporary appointments made during the period of February 12 thru March 11, 2004.

 

ZYGMUNT ARENDT ESTATE DISTRIBUTION COMMITTEE

 

On motion by Commissioner Yamasaki, seconded and carried, the Commission approved the following appointments to the Zygmundt Arendt Estate Distribution Committee:  Lynn Carol Gavin, Independent Medical Paralegal; Lisa Gray, Community Partnership Coordinator – UCSF; Vera Haile, Retired.

ASIAN PERINATAL ADVOCATES

Megan Elliott, Budget Analyst, presented the request to modify the contract with Asian Perinatal Advocates.


On motion by Vice President Clarke,  seconded and carried, the Commission granted authorization to modify the contract with ASIAN PERINATAL ADVOCATES for provision of Targeted Case Management Program for Family Resource Network; during the period of July 1, 2003 through June 30, 2004; in the additional amount of $15,935 for a revised total contract amount not to exceed $768,456.

 

  ASIAN PERINATAL ADVOCATES

Megan Elliott, Budget Analyst, presented the request to modify the contract with Asian Perinatal Advocates.


On motion by Vice President Clarke, seconded and carried, the Commission granted authorization to modify the contract with ASIAN PERINATAL ADVOCATES for provision of Targeted Case Management Program for In-Home Support Services; during the period of January 1, 2004 through June 30, 2004; in the additional amount of $37,953 for a revised total contract amount not to exceed $511,590.

 

COMPASS COMMUNITY SERVICES

Megan Elliott, Budget Analyst, presented the request to modify the contract with Compass Community Services.


On motion by Commissioner Yamasaki, seconded and carried, the Commission granted authorization to modify the contract with COMPASS COMMUNITY SERVICES for provision of Targeted Case Management Program for Compass Family Center; during the period of January 1, 2004 through June 30, 2004 in the additional amount of $60,000 for a revised total contract amount not to exceed $3,760,272.

 

EDGEWOOD CENTER FOR CHILDREN AND THEIR FAMILIES

Megan Elliott, Budget Analyst, presented the request to modify the contract with Edgewood Center for Children and Their Families.

On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to modify the contract with EDGEWOOD CENTER FOR CHILDREN AND THEIR FAMILIES for provision of Targeted Case Management Program; during the period of July 1, 2003 through June 30, 2004 in the additional amount of $120,658 for a revised total contract amount not to exceed $2,237,847.

 

FAMILY SUPPORT CENTER OF THE BAY AREA

Megan Elliott, Budget Analyst, presented the request to modify the contract with Family Support Center of the Bay Area.

On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to modify the contract with FAMILY SUPPORT CENTER OF THE BAY AREA for provision of Targeted Case Management Program for In-Home Family Preservation; during the period of July 1, 2003 through June 30, 2004 in the additional amount of $81,228 for a revised total contract amount not to exceed $2,126,085.

 

MOUNT SAINT JOSEPH
SAINT ELIZABET

Megan Elliott, Budget Analyst, presented the request to modify the contract with Mount Saint Joseph/Saint Elizabeth.

On motion by Vice President Clarke, seconded and carried, the Commission granted authorization to modify the contract with MOUNT SAINT JOSEPH/SAINT ELIZABETH for provision of Targeted Case Management Program for In-Home Family Preservation during the period of July 1, 2003 through June 30, 2004; in the additional amount of $63,130 for a revised total contract amount not to exceed $675,378.

 

UNIVERSITY OF CALIFORNIA  -
SAN FRANCISCO

Shelagh Little, Deputy Director of Housing, presented the request to enter into a new contract with University of California at
San Francisco.

On motion by Vice President Clarke, seconded and carried, the Commission granted authorization to enter into a new contract with UNIVERSITY OF CALIFORNIA at SAN FRANCISCO for provision of a Behavioral Health Roving Team Program; during the period of April 1, 2004 through June 30, 2005; in a total contract amount not to exceed $294,938.

 

CONARD HOUSE

Scott Walton, Supportive Housing Program Manager, presented the request to enter into a new contract with Conard House.

On motion by Commissioner Morrison, seconded and carried, the Commission granted authorization to enter into a new contract with CONARD HOUSE for provision of operating the McAllister Hotel in the Single Room Occupancy Housing Program; during the period of April 1, 2004 through June 30, 2006; in a total contract amount not to exceed $1,543,900.

 

TENDERLOIN HOUSING CLINIC`

Scott Walton, Supportive Housing Program Manager, presented the request to modify the contract with Tenderloin Housing Clinic.

On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to modify the contract with TENDERLOIN HOUSING CLINIC for provision of operating the Graystone Hotel in the Single Room Occupancy Housing Program; during the period of April 1, 2004 through June 30, 2004 in the additional amount of $136,692 for a revised total contract amount not to exceed $7,237,277.

 

PUBLIC COMMENT

Allison Lum, with the Coalition on Homelessness, expressed concerns re the Care Not Cash implementation process.
