MINUTES

JULY 28, 2005 REGULAR MEETING

                 The regular monthly meeting of the Human Services Commission was held on Thursday, July 28, 2005 in the Ronald H. Born Auditorium at 170 Otis Street San Francisco.

ROLL CALL

President Yamasaki called the meeting to order at 9:45 a.m., noting the Commission was present with two exceptions:  Vice President Martinez and Commissioner Dearman who were absent and excused.

 

AGENDA

 

On motion by Commissioner Stewart, seconded and carried, the Commission adopted the agenda as posted amended as follows:

1.        Item VII. D. Tenderloin Housing Clinic

a.        Term changed to August 1, 2005 through June 30, 2007;

b.        Amount of modification changed to $1,533,187;

c.        Revised total contract amount changed to an amount not to exceed $$9,086,529.

         2.      Item VII. H. Executive Director’s Goals for FY 2005-2006 -- Continued

3.        Item IX. through XI --  Closed Session for Public Employee Evaluation – Continued

4.        Item XII. General Public Comment -- Deleted

 

MINUTES

On motion by Commissioner Murphy, seconded and carried, the Commission approved the minutes of the June 23, 2005 Regular Meeting as circulated.  

   

EMPLOYEE OF THE MONTH

President Yamasaki announced the selection of the Personnel Operations Team: Supervisor Leo Sauceda, Eloise Harness, Minchau Vuong, Lisa Mah, Bertina Tan and Niki  Mbotu as the July 2005 Employees of the Month.  They were honored as the team responsible for hiring all of the CalWIN staff while still paying attention to Family & Children’s Services and Department of Aging and Adult Services’ many and varied needs.   Each was presented an engraved pen set and their names have been engraved on the Employee of the Month Plaque.  All graciously accepted with thanks.

 

EXECUTIVE DIRECTOR’S REPORT

 

Deputy Director James Buick furnished an update re the City, State and Federal budget processes and program activities.   

 

CONSENT CALENDAR

 

On motion by Commissioner Stewart, seconded and carried, the Commission ratified actions taken by the Executive Director since the June 23, 2005 regular meeting in accordance with Commission authorization of June 23, 2005:

A.        Submission of requests to encumber funds in the amount of  $140,080 for purchase of services or supplies;

B.        Submission of temporary requisitions DP91504 through DP91544 for possible use in order to fill positions on a temporary basis;

C.       Submission of report of 43 Temporary appointments made during the Period of 5.12.05 through 7.11.05

 

HUMAN SERVICES CARE FUND

QUARTERLY HEARING

Budget Manager Derek Chu, presented program background and the staff’s recommendation that the Commission adopt finding regarding the Actual Fiscal Year 2004-2005 Care Fund Savings in the amount of $12,853,285 and transmit the information to the Board of Supervisors and the Office of the Controller.

On motion by Commissioner Murphy, seconded and carried, the Commission adopted findings regarding the actual Fiscal Year 2004-2005 Care Fund Savings of $12,853,285 and authorized transmission of the information to the Board of Supervisors and the Office of the Controller.

 

TENDERLOIN HOUSING CLINIC

Scott Walton, Supportive Housing Program Manager, presented the request to enter into a new contract with Tenderloin Housing Clinic.

On motion by Commissioner Murphy, seconded and carried, the Commission granted authorization to enter into a new contract with

TENDERLOIN HOUSING CLINIC for provision of Modified Payment Program Services; during the period of July 1, 2005 through June 30, 2008; in a total contract amount not to exceed $1,443,000.

 

EPISCOPAL COMMUNITY SERVICES

Scott Walton, Supportive Housing Program Manager, presented the request to renew the contract with Episcopal Community Services.

On motion by Commissioner Murphy, seconded and carried, the Commission granted authorization to renew the contract with

EPISCOPAL COMMUNITY SERVICES to operate the Elm/Hillsdale/Mentone/Alder Care Not Cash Hotels; during the period of July 1, 2005 through June 30, 2007; in a total contract amount not to exceed $8,108,931.

 

TENDERLOIN HOUSING CLINIC

Scott Walton, Supportive Housing Program Manager, presented the request to modify the contract with Tenderloin Housing Clinic.

On motion by Commissioner Stewart, seconded and carried, the Commission granted authorization to modify the contract with

TENDERLOIN HOUSING CLINIC to add the Boyd Hotel as part of the Housing First Program’s Care Not Cash Hotels; during the period of August 1, 2005 through June 30, 2007; in the amount of $1,533,187 for a revised total contract amount not to exceed $9,086,529.

 

TRANSFORMATION THROUGH EDUCATION AND MUTUAL SUPPORT (TEAMS)

Robin Love, Family Preservation Coordinator, presented the request to enter into a new contract with Transformation Through Education and Mutual Support.

On motion by Commissioner Murphy, seconded and carried, the Commission granted authorization to enter into a new contract with

TRANSFORMATION THROUGH EDUCATION AND MUTUAL SUPPORT (TEAMS) for provision of  Child Welfare Re-Design Services; during the period of July 1, 2005 through September 30, 2005; in a total contract amount not to exceed $24,500.

 

FAMILY SUPPORT SERVICES OF THE BAY AREA

Michele Rutherford, Program Manager – Child Care Policy and Planning, presented the request to enter into contract with Family Support Services of the Bay Area.

On motion by Commissioner Murphy, seconded and carried, the Commission granted authorization to enter into contract with

FAMILY SUPPORT SERVICES OF THE BAY AREA for provision of Mildly-ill Childcare Services; during the period of July 1, 2005 through December 31, 2006; in a total contract amount not to exceed $436,050.

 

PUBLIC SECTOR CONSULTANTS, INC.

David Curto – Program Manager - Office of Contract  Compliance, presented the request to enter into a new contract with Public Sector Consultants, Inc.

On motion by Commissioner Murphy, seconded and carried, the Commission granted authorization to enter into a new contract with

PUBLIC SECTOR CONSULTANTS, INC. for provision of County-Specific CalWIN Support; during the period of August 1, 2005 through February 28, 2006; in a total contract amount not to exceed $311,600.

 

PUBLI C COMMENT

President Yamasaki’s call for public comment did not yield a response.

President Yamasaki adjourned the meeting at 10:25 a.m.
