1. Item V. - A change in the order of the Agenda to hear the Executive Director’s Report prior to the Employee of the Month Award presentation
2. Items M. thru R inclusive – Episcopal Community services, Catholic Charities, SF Housing Development Corp, Larkin Street Youth Services, Bridge Housing, Mission Housing Development Corp --- Continued to the July 22, 2004 Regular Meeting;

On motion by Commissioner Martinez, seconded and carried, the Commission approved the minutes of the May 27, 2004 Regular Meeting as circulated.

EXECUTIVE DIRECTOR’S REPORT
|
Executive Director Trent Rhorer furnished an update on the ongoing Local and State budget process.

EMPLOYEES OF THE MONTH |
President Yamasaki presented the June 2004 Employee of the Month Award to the CAAP benefits Program Design and Implementation Team: Dariush Kayhan, Joyce Crum, Laura Gerard, Shelagh Little, Scott Walton, Dorothy Enisman, Rosana Soriano, Tom Neill, Patricia Kilkenny, Candace Thomsen, Fred Bentley and Diana Christensen. The team was recognized for their creativity and dedication, an effort that resulted in the almost flawless implementation of the CAAP Benefits Program serving the homeless of San Francisco in a more humane and effective manner. The team’s names have been engraved on the Employee of the Month Plaque and each was presented an engraved onyx paperweight.

On motion by Commissioner Stewart, seconded and carried, the Commission:
1. Ratified actions taken by the Executive Director since the May 27, 2004 regular meeting in accordance with Commission authorization of June 24, 2003:
A. Submission of requests to encumber funds in the amount of $591,044 for purchase of services or supplies;
B. Submission of temporary requisition TE91223 through TE91235 for possible use in order to fill positions on a temporary basis;
C. Submission of three temporary appointments made during the period of May 14, 2004 through June 14, 2004.
2. Granted approval of Fiscal Year 2003-2004 Report of Gifts Accepted as per SF Administrative Code Section 10.116.
3. Granted continuing authorization for actions that may be taken by the Executive Director in Fiscal Year 2004-2005.

Joyce Crum, Deputy Director Homeless and Housing, presented the request to renew the contract with Mission Neighborhood Health Center.
On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to renew the contract with MISSION NEIGHBORHOOD HEALTH CENTER for provision of Mission Resource Center; during the period of July 1, 2004 through June 30, 2005; in a total contract amount not to exceed $697,713.

CHILDREN’S COUNCIL OF
SAN FRANCISCO |
Michele Rutherford, Program Manager – Child Care Policy and Planning, presented the request to renew the contract with Children’s Council of San Francisco.
On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to renew the contract with CHILDREN’S COUNCIL OF SAN FRANCISCO for provision of Special Needs Childcare; during the period of July 1, 2004 through June 30, 2007; in a total contract amount not to exceed $1,392,000.

John Tsutakawa, Family and Children’s Services Contract Liaison, presented the request to enter into a new contract with Moore Iacofano & Goltsman.
On motion by Commissioner Stewart, seconded and carried, the Commission granted authorization to enter into a new contract with MOORE IACOFANO & GOLTSMAN to assist the Department in the development of the Family & Children’s Services’ System Improvement Plan; during the period of July 1, 2004 through October 31, 2004; in a total contract amount not to exceed $29,160.

ECONOMIC OPPORTUNITY COUNCIL |
Robin Love, Family Preservation Coordinator, presented the request to renew the contract with Economic Opportunity Council.
On motion by Commissioner Stewart, seconded and carried, the Commission granted authorization to renew the contract with ECONOMIC OPPORTUNITY COUNCIL for provision of Potrero Hill Family Resource Center; during the period of July 1, 2004 through June 30, 2005; in a total contract amount not to exceed $334,982.

INTER CITY FAMILY RESOURCE AND SUPPORT NETWORK |
Robin Love, Family Preservation Coordinator, presented the request to renew the contract with Inter City Family Resource and Support Network.
On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to renew the contract with INTER CITY FAMILY RESOURCE AND SUPPORT NETWORK for provision of Bayview Family Resource Center; during the period of July 1, 2004 through June 30, 2005; in a total contract amount not to exceed $784,212.

Robin Love, Family Preservation Coordinator, presented the request to renew the contract with Urban Services – YMCA.
On motion by Commissioner Martinez seconded and carried, the Commission granted authorization to renew the contract with URBAN SERVICES YMCA for provision of OMI Family Resource Center; during the period of July 1, 2004 through June 30, 2005; in a total contract amount not to exceed $310,243.

ASIAN PERINATAL ADVOCATES |
Robin Love, Family Preservation Coordinator, presented the request to renew the contract with Asian Perinatal Advocates.
Chester Palesoo, with Asian Pacific Islander Family Resources Network, thanked the Commission for their past support and urged approval of the contract renewal.
On motion by Commissioner Stewart, seconded and carried, the Commission granted authorization to renew the contract with ASIAN PERINATAL ADVOCATES for provision of Asian Pacific Islander Family Resource Network; during the period of July 1, 2004 through June 30, 2005; in a total contract amount not to exceed $755,032.

Robin Love, Family Preservation Coordinator, presented the request to renew the contract with Instituto Familiar de la Raza.
On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to renew the contract with INSTITUTO FAMILIAR DE LA RAZA for provision of Chicano Latino Family Resource System; during the period of July 1, 2004 through June 30, 2005; in a total contract amount not to exceed $640,416.

SUPPORT FOR FAMILIES OF CHILDREN WITH DISABILITIES |
Robin Love, Family Preservation Coordinator, presented the request to renew the contract with Support for Families of Children with Disabilities.
On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to renew the contract with SUPPORT FOR FAMILIES OF CHILDREN WITH DISABILITIES for provision of Family Preservation Services for Families with Disabilities; during the period of July 1, 2004 through June 30, 2005; in a total contract amount not to exceed $50,500.

CENTRAL CITY HOSPITALITY HOUSE |
Laura Gerard, Housing and Homeless Program Assistant, presented the request to modify the contract with Central City Hospitality House.
On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to modify the contract with CENTRAL CITY HOSPITALITY HOUSE for the provision of Drop-in Services; during the period of July 1, 2004 through September 30, 2004; for the additional amount of $142,290 for a revised total contract amount not to exceed $362,071.

Laura Gerard, Housing and Homeless Program Assistant, presented the request to renew the contract with Saint Vincent de Paul Society.
On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to renew the contract with SAINT VINCENT DE PAUL SOCIETY for provision of Multi Service Center South; during the period of July 1, 2004 through June 30, 2005; in a total contract amount not to exceed $2,187,083.

EPISCOPAL COMMUNITY SERVICES |
Scott Walton, Supportive Housing Program Manager, presented the request to modify the contract with Episcopal Community Services.
Discussion followed. It was noted for the record that current hotel residents are welcome to stay and access support services.
On motion by Commissioner Stewart, seconded and carried, the Commission granted authorization to modify the contract with EPISCOPAL COMMUNITY SERVICES to add the Hillsdale Hotel to the Single Room Occupancy Housing Program; during the period of July 1, 2004 through June 30, 2005; for the additional amount of $955,905 for a revised total contract amount not to exceed $2,289,888.

Dion Roberts, CalWORKs Housing Program Manager, presented the request to renew the contract with Tenderloin Housing Clinic.
On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to renew the contract with TENDERLOIN HOUSING CLINIC for provision of CalWORKs Housing Subsidy Program; during the period of July 1, 2004 through June 30, 2005; in a total contract amount not to exceed $392,987.

Hope Kamimoto, Principal Administrative Analyst, presented the request to renew the contract with Earned Assets Resource Network, Inc..
On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to renew the contract with EARNED ASSETS RESOURCE NETWORK, INC. for provision of Individual Development Accounts; during the period of July 1, 2004 through June 30, 2006; in a total contract amount not to exceed 369,270.

Hope Kamimoto, Principal Administrative Analyst, presented the request to renew the contract with Goodwill Industries, Inc.
On motion by Commissioner Stewart, seconded and carried, the Commission granted authorization to renew the contract with GOODWILL INDUSTRIES, INC. for provision of Community Jobs Program; during the period of July 1, 2004 through June 30, 2005; in a total contract amount not to exceed $643,051.

Hope Kamimoto, Principal Administrative Analyst, presented the request to renew the contract with California State Department of Rehabilitation.
On motion by Commissioner Stewart, seconded and carried, the Commission granted authorization to renew the contract with CALIFONIA STATE DEPARTMENT OF REHABILITATION for provision of Vocational Rehabilitation Services and Training; during the period of July 1, 2004 through June 30, 2007; in a total contract amount not to exceed $273,996.

SITE FOR SORE EYES |
Timothy Singleton, Personal Assisted Employment Services (PAES) Section Manager, presented the request to renew the contract with Site for Sore Eyes.
On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to renew the contract with SITE FOR SORE EYES to provide an Optical Program for PAES Clients; during the period of July 1, 2004 through June 30, 2006; in a total contract amount not to exceed $48,000.

James Whelly, Employment Services Section Manager, presented the request to renew the contract with Private Industry Counci of San Francisco.
On motion by Commissioner Stewart, seconded and carried, the Commission granted authorization to renew the contract with PRIVATE INDUSTRY COUNCIL OF SAN FRANCISCO, for provision of Vocational Training Services; during the period of July 1, 2004 through June 30, 2007; in a total contract amount not to exceed $5,874,816.

Ellen Gould, CalWIORKS Program – Section Manager, presented the request to enter into contract with Bay Area Legal Aid.
On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to enter into contract with BAYAREA LEGAL AID for provision of CalWORKs and PAES Client Advocacy and Supportive Legal Services; during the period of July 1, 2004 through June 30, 2006; in a total contract amount not to exceed $684,492.

Jane Kinzler, Program Support Analyst – Office of Civil Rights/Affirmative Action, presented the request to enter into a new contract with Jerry Lew & Associates.
On motion by Commissioner Stewart, seconded and carried, the Commission granted authorization to enter into a new contract with JERRY LEW & ASSOCIATES for provision of Diversity Training; during the period of July 1, 2004 through June 30, 2006; in a total contract amount not to exceed $111,600.

Darius Kayhan, Director of Housing and Homeless Program, presented the request to enter into a new permit agreement.
On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to enter into a new permit agreement to enter and use property with SONNY KOHLER, MARCUS WARGO, MATT COLEMAN, MICHAEL MOORE as Permittees, in exchange for the provision of Security Services for 850 Broderick; during the period of April 1, 2004 through December 31, 2005; unless otherwise modified by the City of San Francisco.

ELECTION |
By acclamation, Commissioner Anita Martinez was elected Vice President of the Human Services Commission for the term ending January 31, 2005.

Richard Granger, with SEIU Local 24/7, noted his concern re potential security services job actions at Department of Human Services Sites.
