The regular monthly meeting of the Human Services Commission was held on Thursday, September 25, 2003, in the Ronald H. Born Auditorium at 170 Otis Street, San Francisco.

President Clarke called the meeting to order at 9:40 a.m., noting that the Commission was present with the exception of Commissioner Martinez who had been excused. |

On motion by Commissioner Yamasaki, seconded and carried, the Commission adopted the agenda with one change:
Item VII A. DORIAN KITTRELL - amount changed to read $50,000. |

MINUTES |
On motion by Vice President Gaines, seconded and carried, the Commission approved the minutes of the August 28, 2003 Regular Meeting as circulated. |

EMPLOYEE
OF THE MONTH |
President Clarke presented the September 2003 Employee of the Month Award to CANDACE THOMSEN, Senior Administrative Analyst with the Finance and Planning Unit. Candace was honored for her hard work and expertise in developing information that has been of great value in helping the department to better serve the needs of the clients. Candace was presented an engraved desk clock and her name has been engraved on the Employee of the Month plaque. Candace graciously accepted with thanks to all. The Commission was pleased to note the presence of Candace's husband Per and daughter Sophia. |

EXECUTIVE DIRECTOR'S REPORT |
Steve Arcelona, Chief of Staff reported that at the federal level, the House of Representatives will consider a six month extension of the TANF legislation.
The San Francisco Board of Supervisors approved a one year extension to the First Source Hiring Legislation. This afternoon the Board's City Services Committee is holding a hearing re the current roles of City Commissions bringing services to the City's youth.
The Mayor has asked all City departments for a mid-year budget reduction plan. Additionally, the Fiscal Year 2004-2005 budget instructions have been issued. The Department has scheduled two community budget hearings: Wednesday, October 22nd and Wednesday, November 5, 2003. Both hearings will be held in the Born Auditorium located on the first floor at 170 Otis Street from 4 to 6 p.m.
The Care Not Cash proposal was defeated by the Board of Supervisors. The City Attorney's appeal is pending.
Ylonda Calloway, Larry Chatmon, Christiane Medina, John Murray and Jeanne Zarka have been selected to participate in the 2003-2004 Bay Area Social Services Consortium (BASSC) Executive Development Training Program. |

CONSENT CALENDAR |
On motion by Vice President Gaines, seconded and carried, the Commission ratified the actions taken by the Executive Director since the August 28, 2003 regular meeting in accordance with Commission authorization of June 26, 2003:
1. Submission of requests to encumber funds in the amount of $ 414,375 for purchase of services or supplies;
2. Submission of temporary requisitions DP91148 through DP91149 for possible use in order to fill positions on a temporary basis;
3. Submission of report indicating zero temporary appointments made during the period of August 12 through September 8, 2003. |

Laura Gerard, Housing and Homeless Program Assistant, presented the request to enter into contract with Dorian Kittrell.
On motion by Vice President Gaines, seconded and carried, the Commission granted authorization to enter into a new contract with
DORIAN KITTRELL for provision of Single Adult Shelter Training Manual Writing Services; during the period of October 1, 2003 through February 28, 2004; in a total contract amount not to exceed $50,000. |

CONARD HOUSE |
Dariush Kayhan, Director of Housing and Homeless Programs, presented the request to enter into contract with Conard House.
On motion by Vice President Gaines, seconded and carried, the Commission granted authorization to enter into a new contract with
CONARD HOUSE for the provision of Support Services; during the period of October 1, 2003 through June 30, 2006; in a total contract amount not to exceed $2,658,678. |

TENDERLOIN HOUSING CLINIC |
Dariush Kayhan, Director of Housing and Homeless Programs, presented the request to modify the Tenderloin Housing Clinic contract.
On motion by Vice President Gaines, seconded and carried, the Commission granted authorization to modify the contract with
TENDERLOIN HOUSING CLINIC for provision of the Caldrake Hotel; during the period of October 1, 2003 through June 30, 2004; in the additional amount of $82,507 for a revised total contract amount not to exceed $7,100,585. |

PRIVATE INDUSTRY COUNCIL |
Jeanne Zarka , Director of Special Needs Programs, presented the request to renew the contract with Private Industry Council.
On motion by Commissioner Yamasaki, seconded and carried, the Commission granted authorization to renew the contract with
PRIVATE INDUSTRY COUNCIL for provision of a Refugee Program; during the period of October 1, 2003 through September 30, 2004; in a total contract amount not to exceed $771,236. |

PRIVATE INDUSTRY COUNCIL |
Mikyung Kim, Supportive Housing Grants Manager, presented the request to renew the contract with Private Industry Council.
On motion by Vice President Gaines, seconded and carried, the Commission granted authorization to renew the contract with
PRIVATE INDUSTRY COUNCIL for provision of the Homeless Employment Collaborative; during the period of October 1, 2003 through September 30, 2006; in a total contract amount not to exceed $3,106,920. |

GOLDEN GATE COMMUNITY |
Mikyung Kim, Supportive Housing Grants Manager, presented the request to renew the contract with Golden Gate Community.
On motion by Commissioner Yamasaki, seconded and carried, the Commission granted authorization to renew the contract with
GOLDEN GATE COMMUNITY for provision of the Oak Street House; during the period of October 1, 2003 through September 30, 2006; in a total contract amount not to exceed $427,812. |

JAPANESE COMMUNITY YOUTH COUNCIL |
John Tsutakawa, Family and Childrent's Services Contract Liaison, presented the request to enter into contract with Japanese Community Youth Council.
On motion by Vice President Gaines, seconded and carried, the Commission granted authorization to enter into a new contract with
JAPANESE COMMUNITY YOUTH COUNCIL for provision of transitional and aftercare services for the Independent Living Skills Program; during the period of October 1, 2003 through June 30, 2005; in a total contract amount not to exceed $279,736. |

RENAISSANCE PARENTS FOR SUCCESS |
John Tsutakawa, Family and Childrent's Services Contract Liaison, presented the request to enter into contract with Renaissance Parents for Success.
On motion by Vice President Gaines, seconded and carried, the Commission granted authorization to modify the contract with
RENAISSANCE PARENTS FOR SUCCESS to include foster care respite services for the interim period of October 1, 2003 through December 31, 2003; in the additional amount of $ 58,000; for a revised total contract amount not to exceed $100,535. |

BOOKER T. WASHINGTON COMMUNITY SERVICE CENTER |
Robin Love, Family Preservation Coordinator, presented the request to modify the contract with Booker T. Washington (BTW) Community Service Center.
David Braker, Booker T. Washington Interim Executive Director, appealed the department's decision to defund the BTW Family Service Center.
Patricia Scott, President - BTW Board of Directors, urged the Commission to reconsider defunding the BTW contract
Wanda Johnson, Director - BTW Family Resource Center, urged the Commission to reconsider defunding the BTW contract.
Yvette Smiith with BTW, urged the Commission to reconsider defunding the BTW contract.
Aaron Grizzell, Administrator with the San Francisco Tabernacle Congregations, urged the Commission to reconsider defunding the BTW contract.
Nyree Monroe, Executive Director of the I. T. Bookman Community Center - a collaborative partner with BTW, urged the Commission to reconsider defunding the BTW contract.
Agnes Morton, Ocean-Mission-Ingleside Neighborhood Community Activist, spoke in support of the BTW Family Resource Center and urged reconsideration of defunding the contract.
On motion by Commissioner Yamasaki, seconded and carried, the Commission granted authorization to modify the contract with
BOOKER T. WASHINGTON COMMUNITY SERVICE CENTER to extend the contract during the period of October 1, 2003 through December 31, 2003; in the additional amount of $49,500 for a revised total contract amount not to exceed $154,957; with the deletion of any reference to change of contractor. |

ELIZABETH LOYOLA SWASON, M.A. |
William Beiersdorfer, CalWORKs Program Support Analyst, presented the request to enter into contract with Elizabeth Loyola Swason, M.A.
On motion by Vice President Gaines, seconded and carried, the Commission granted authorization to enter into a new contract with
ELIZABETH LOYOLA SWASON, M.A., to provide academic services to Cal-Learn, TAPP, and START Clients; during the period of October 1, 2003 through June 30, 2004; in a total contract amount not to exceed $35,100. |

SUPPLEMENTAL APPROPRIATION REQUEST |
Phil Arnold, Director of Planning and Budget, presented the supplemental appropriation request.
On motion by Commissioner Yamasaki, seconded and carried, the Commission granted authorization to submit to the Mayor and the Board of Supervisors a supplemental appropriation request in the amount of $2,399,795; to fund increases for Medi-Cal, In Home Support Services, CalWORKs and Emancipated Youth stipends; during the period of July 1, 2003 through June 30, 2004. |
