This is a federally funded rental subsidy program for homeless persons with disabilities. HSA manages 592 Shelter + Care units in 25 developments with on-site services for individuals and families. Supportive Housing not only provides residential stability and improves the health and well being of the participants, but it also reduces their dependency on the costly City emergency services. To be eligible, all applicants must be homeless and have a diagnosed disability related to mental health, substance abuse, and/or HIV/AIDS. Clients are referred by designated Shelter + Care referring agencies such as Episcopal Community Services, the Mission Neighborhood Resource Center, and Hamilton Family Center.
