MINUTES

  September 27, 2004 SPECIAL MEETING

The Human Services Commission held a special meeting on Monday, September 27, 2004, in the Ronald H. Born Auditorium at 170 Otis Street,  San Francisco.

ROLL CALL

President Yamasaki called the meeting to order at  9:40 a.m., noting that the Commission was present.  

 

WELCOME

President Yamasaki welcomed Kelly Dearman, appointed to the Commission September 13, 2004 by Mayor Newsom vice Clemetine Clarke.

AGENDA

 

On motion by Commissioner Stewart, seconded and carried, the Commission adopted the agenda amended as follows:  Item VII.B. Jewish Family & Children’s Services --- term to read October 1, 2004 through August 31, 2006 and the total contract amount to read $439,735.

 

MINUTES

On motion by Vice President Martinez, seconded and carried, the Commission approved the minutes of the August 30, 2004 Special Meeting as circulated.    

 

EMPLOYEES OF THE MONTH

President Yamasaki presented the September 2004 Employee of the Month Award to Workforce Development Division Business Services Manager and Employment Preparation Unit Supervisor HAROLD WALKER.     Harold was honored for demonstrating an outstanding spirit of resourcefulness, creativity and dedication in managing two major assignments and for his strong commitment to providing excellent service to our  clients.  His name have been engraved on the Employee of the Month Plaque and he  was presented an engraved desk clock.  Harold graciously accepted with thanks to all.

 

EXECUTIVE DIRECTOR’S REPORT

Executive Director Trent Rhorer furnished updates re pending legislation impacting the department, Proposition N implementation and other department activity.

 

CONSENT CALENDAR

 

On motion by Vice President Martinez, seconded and carried, the Commission ratified actions taken by the Executive Director since the August 30, 2004 special meeting in accordance with Commission authorization of June 24, 2004:

1.        Submission of requests to encumber funds in the amount of $2,958,785 for purchase of services or supplies;

2.        Submission of temporary requisition DP91255 through TE91257 for possible use in order to fill positions on a temporary basis;

3.        Submission of seven temporary appointments made during the period of August 14, 2004 through September 15, 2004.

 

SYSTEM IMPROVEMENT PLAN FOR

SAN FRANCISCO FAMILY & CHILDREN’S SERVICES DIVISION

 

Liz Crudo, Family and Children’s Services Redesign Coordinator, presented for approval the System Improvement Plan (SIP) for San Francisco’s Family and Children’s Services Division.

On motion by Vice President Martinez, seconded and carried, the Commission approved the System Improvement Plan (SIP) for the San Francisco Family and Children’s Services Division.

 

JEWISH FAMILY AND CHILDREN’S SERVICES

Michele Rutherford, Program Manager – Child Care Policy and Planning, presented the request to enter into a new contract with Jewish Family and Children’s Services.

On motion by Commissioner Stewart, seconded and carried, the Commission granted authorization to enter into a new contract with JEWISH FAMILY AND CHILDREN’S SERVICES to expend Arendt Grant funds to provide support services to disabled children and their families; during the period of October 1, 2004  through August 31, 2006; in a total contract amount not to exceed $439,735.

 

CENTRAL CITY HOSPITALITY HOUSE

Joyce Crum, Deputy Director – Homeless and Housing, presented the request to modify the contract with Central City Hospitality House.

On motion by Vice President Martinez, seconded and carried, the Commission granted authorization to modify the contract with CENTRAL CITY HOSPITALITY HOUSE for provision of Self-Help Center; during the period of October 1, 2004 though December 31, 2004; in the additional amount of $142,290 for a revised total contract amount not to exceed $504,361.

 

TENDERLOIN HOUSING CLINIC

Scott Walton, Supportive Housing Program Manager, presented the request to modify the contract with Tenderloin Housing Clinic.

On motion by Commissioner Stewart, seconded and carried, the Commission granted authorization to modify the contract with TENDERLOIN HOUSING CLINIC to extend the Modified Payments Program for the period of October 1, 2004 through December 31, 2004; in the additional amount of $428,383 for a revised total contract amount not to exceed $791,516.

 

E.G. COMMUNICATIONS

Jeanne Zarka, Director – Special Needs Programs, presented the request to enter into a new contract with E.G. Communications.

On motion by Vice President Martinez, seconded and carried, the Commission granted authorization to enter into a new contract with E. G. COMMUNICATIONS for design and production of public information materials; during the period of October 1, 2004 through June 30, 2006; in a total contract amount not to exceed $34,300.

 

PRIVATE INDUSTRY COUNCIL

James Whelly, Employment Services Section Manager, presented the request to renew the contract with the Private Industry Council.

On motion by Vice President Martinez, seconded and carried, the Commission granted authorization to renew the contract with PRIVATE INDUSTRY COUNCIL for provision of the Refugee Program; during the period of October 1, 2004 through September 30, 2005; in a total contract amount not to exceed $ 594,967.

 

ANNUAL STATEMENT OF PURPOSE FOR FISCAL YEAR 2004-05

Deputy Director Sally Kipper, presented the Annual Statement of Purpose for Fiscal Year 2004-2005 as required by Charter Section 4.102.2.

On motion by Commissioner Stewart, seconded and carried, the Commission adopted the Fiscal Year 2004-2005 Annual Statement of Purpose.

STATEMENT OF INCOMPATIBLE ACTIVITIES

 

Deputy Director Sally Kipper, presented the Commission/Department of Human Services’ Statement of Incompatible Activities.

Sin Yee Poon, SEIU Local 790, had questions re the process. 

Deputy Director Sally Kipper responded to Ms. Poon’s concern.

On motion by Commissioner Dearman, seconded and carried, the Commission approved the Commission/Department of Human Services’ Statement of Incompatible Activities.

 

PUBLIC COMMENT

Clarence Johnson, representing the African-American Faith Community, urged the Commission to support the security officers in their effort to seek union recognition.

Carlos Williams, Cypress/Department of Human Services Security Officer, urged the Commission to support the security officers in their effort to seek union recognition.

Deirdre Lehn, SEIU Local 24/7, urged the Commission to support the security officers in their effort to seek union recognition.

Gary Atienza, SEIU Local 24/7, shared his experience with Cypress Security.

Doug Bloch, SEIU Local 24/7, urged the Commission to support the security officers in their effort to seek union recognition.

Jackie Jenks, Executive Director – Central City Hospitality House Self-Help Center, expressed concern that the Request for Proposals to implement a resource center in the Tenderloin community may not have been fair.  Ms. Jenks requested a review of the process and reconsideration of the decision.

President Yamasaki explained that it is not proper for the Commission to become involved in the Executive Director’s decision making process on the appeal.

Laura Ware, Board Member - Central City Hospitality House, asked for a review of the Request for Proposal and scoring process.

Anne Hayward, Central City Hospitality House, an employee of the Self-Help Center, spoke in support of the services provided at the center.

Thomas P. Jirasek, with Central City Hospitality House, spoke to the benefit he derived from the center and presented a petition urging the retention of this program.

 

ADJOURNED INTO CLOSED SESSION

At 11:40 a.m., President Yamasaki adjourned the public meeting into closed session as permitted by Government Code Section 54957 and San Francisco Administrative Code section 67.10(b): Public Employee Performance Evaluation – Department of Human Services Executive Director Trent Rhorer.

 

RECONVENED PUBLIC MEETING

 

At 12:20 a.m., President Yamasaki reconvened the public meeting in open session.

VOTE

On motion by Vice President Martinez, seconded and carried, the Commission, finding that such disclosure is in the public interest, voted to elect to disclose a portion of the closed session discussion, to wit:  That the Commission discussed the Executive director’s management performance review and rated his performance which will be transmitted to his personnel file.

 

GENERAL PUBLIC COMMENT

 

President Yamasaki’s call for public comment did not yield a response.   

ADJOURNMENT

President Yamasaki adjourned the meeting at 12:21 a.m.

FISCAL YEAR  2004-2005 STATEMENT OF PURPOSE

The Department of Human Services plans and administers a variety of federal, state and local programs that are designed to meet basic human needs and to ensure protection of our most vulnerable citizens as required by law, regulation and mandate.  The department provides families, children and single adults with monetary or service support.  The Human Services Commission provides oversight of the Department of Human Services by approving the goals and objectives as reflected in the annual budget.

PROGRAM

California Work Opportunity and Responsibility to Kids (CalWORKs)

AUTHORITY

California Work Opportunity and Responsibility to Kids Act; Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (Public Law l03-193)

PURPOSE

To provide eligible families with cash assistance and employment and support services to assist them in finding and retaining employment and becoming self sufficient..

Food Stamps

1964 Food Stamp Act; Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (Public Law 104-193); California Food Assistance California Food Assistance Program (W& I Code Section 18930).

To provide eligible families and individuals with increased resources for the purchase of food.

 

County Adult Assistance Programs (CAAP)

For Cash Assistance Linked to Medi-Cal (CALM): SF Charter & Administrative Code Sections 20.100-20.124; for Supplemental Security Income Pending (SSIP): Sections 20.200-20.255; for Personal Assisted Employment Services (PAES): Sections 20.70-20.93; for General Assistance (GA): Sections 20.55-20.60.l0 and State of California Welfare & Institutions Code Section 17000.

To provide eligible, employable, individuals with cash assistance and employment and supportive services to assist them in finding and retaining employment and becoming self sufficient.

To provide financial assistance for eligible individuals who have either long-term or short term disabilities, or who choose not to participate in a path leading to employment

Medi-Cal

Title XIX of the Social Security Act

To provide access and payment for medical care to low-income individuals.

Adult Services

Title XIX of the Social Security Act

To provide protection of elderly and disabled adults and supportive services which allow them to remain in their own homes.

Family & Children’s Services

Title IV.A, B&E and XIX of the Social Security Act; W&I Code Section 300 et seq.; Proposition J (Children’s Initiative)

To work with the community and directly provide services to help families remain intact; to provide protection of children by in-home and out-of-home placement services; licensing of foster and adoptive homes; full adoption services; and Independent Living Skills.

Special Services

City priority

To plan and coordinate City services in the areas of employment training, employment retention services, and child care services to help low-income San Franciscans function effectively in the labor market.

Housing and Homeless Services

City priority

To provide shelter, transitional and permanent housing; case management to maintain housing; and services to prevent the loss of housing.

Administration (Planning & Fiscal, Personnel/Payroll, MIS, Support Services)

To provide essential operations that support the agency and its staff.
