KNOW YOUR RIGHTS UNDERTHE SUNSHINE ORDINANCE

(Chapter 67 of the San Francisco Administrative Code)

Government’s duty is to serve the public, reaching its decision in full view of the public. Commission, boards, councils and other agencies of the City and County exist to conduct the people’s business.  This ordinance assures that deliberations are conducted before the people and that City operations are open to the people’s review.

SUBMITTING WRITTEN PUBLIC COMMENTS TO THE COMMITTEE

Persons who are unable to attend the public meeting may submit to the Distribution Committee, by the time the proceedings begin, written comments regarding the subject of the meeting.  These comments will be made part of the official public record, and brought to the attention of the Distribution Committee of  the Zygmunt Arendt Estate and the Department of Human Services. Written comments should be submitted to the Executive Director of the Department of Human Services, Post Office Box 7988, San Francisco, CA 94120.

ORAL PUBLIC COMMENT TO THE COMMITTEE

Public comment will be taken on each item being considered by the Committee prior to the Committee’s vote.

TRANSLATION SERVICES

Interpreters for languages other than English are available upon request.  Sign language interpreters are also available on request.  For either accommodation, contact the office of the Secretary of the Executive Director of the Department of Human Services at 415/557-6540 at least two days before a meeting.

DISABILITY ACCESS

The Board’s meeting room, Ronald H. Born Auditorium, on the first floor at 170 Otis street has accessible seating for persons with disabilities.  The closest accessible BART station is at 16th and Mission.  Accessible MUNI lines are the 14 Mission, 49 Mission/Van Ness, 26 Valencia and 9 San Bruno.  All the MUNI Metro Lines are accessible.  Accessible curbside parking has been designated at points on the 100 block of Otis Street.  Large print copies of the agenda will be made available on request.  Please contact the Secretary of the Executive Director of the Department of Human Services at 557-6540 at least two business days in advance of need.  In order to allow individuals with environmental illness to attend the meetings, all are asked to refrain from wearing perfume or other scented products.

EXPLANATORY DOCUMENTS RELATED TO THE AGENDA ITEMS

Copies of explanatory documents are available through the Secretary to the Executive Director of the Department of Human Services (557-6540) during normal business hours.  They can be faxed or mailed to you upon request.

Minutes

I.                    Introductions and Welcoming

Phil Arnold opened the meeting by welcoming everyone.  He also informed the group that he would need to leave early at which point Alan Wong will assume the role of Chair for the remainder of the meeting.

II.                 Adoption of Agenda

Pam Brennan requested a few moments at the end of the meeting to say her final remarks to the Committee.

Alan Wong moved to accept the Agenda with the above noted addition.  Holman Turner seconded and the motion was carried without discussion.

II.                 Adoption of Minutes of December 19, 2001   

Alan Wong moved to accept the Minutes.  Holman Turner seconded and the motion was carried without discussion.

III.               Recruitment

Holman Turner motioned that the committee invite select nominees to attend the March meeting.  Wayne Salazar seconded and the motion was carried.

IV.              RFP-250: Disabled Children’s Organizations Grants

The committee continued to review funding recommendations based upon their previous deliberations including DHS staff funding recommendations that would have resulted in approximately $71k not being distributed at this time.

Alan Wong motioned that the final funding recommendations should award the entire portion of the estate restricted to disabled children’s organizations, and should exclude any additional recommendations for funding to other city departments other than those already being considered.  Wayne Salazar seconded and the motion was carried.

The committee then charged DHS staff to prepare a set of final funding recommendations that would distribute the $71k balance across the non-government agencies being considered for funding.

V.                 RFP-249:  Poor & Needy

Kim Fergison, DHS’ Contracts Unit, reviewed an initial draft of a RFQ for the portion of the estate restricted for Housing and Housing Related Services.  The committee made several suggestions that included requesting a more budget information, demographic information, specific information regarding targeted populations and the detailing of services to be provided. 

Holman Turner motioned that the RFQ focus on the provision of housing related services.  Alan Wong seconded and the motion was carried.

DHS will prepare another draft for the committee to consider including the above mentioned edits.

VI.              Special Recognition

Irma Dillard requested a few moments to recognize the energy, enthusiasm and passion that Pam Brennan has brought to the Distribution Committee.  This was Pam’s last meeting.

VII.            Other Business

Pam Brennan said her goodbyes and thanked the Committee for their support.  She also shared with the Committee a letter/email received from Senior Housing Now and her response.

VIII.         Adjourn

Alan Wong adjourned the meeting.
