Government’s duty is to serve the public, reaching its decision in full view of the public. Commission, boards, councils and other agencies of the City and County exist to conduct the people’s business. This ordinance assures that deliberations are conducted before the people and that City operations are open to the people’s review.

SUBMITTING WRITTEN PUBLIC COMMENTS TO THE COMMITTEE
Persons who are unable to attend the public meeting may submit to the Distribution Committee, by the time the proceedings begin, written comments regarding the subject of the meeting. These comments will be made part of the official public record, and brought to the attention of the Distribution Committee of the Zygmunt Arendt Estate and the Department of Human Services. Written comments should be submitted to the Executive Director of the Department of Human Services, Post Office Box 7988, San Francisco, CA 94120.
ORAL PUBLIC COMMENT TO THE COMMITTEE
Public comment will be taken on each item being considered by the Committee prior to the Committee’s vote.
TRANSLATION SERVICES
Interpreters for languages other than English are available upon request. Sign language interpreters are also available on request. For either accommodation, contact the office of the Secretary of the Executive Director of the Department of Human Services at 415/557-6540 at least two days before a meeting.
DISABILITY ACCESS
The Board’s meeting room, Ronald H. Born Auditorium, on the first floor at 170 Otis street has accessible seating for persons with disabilities. The closest accessible BART station is at 16th and Mission. Accessible MUNI lines are the 14 Mission, 49 Mission/Van Ness, 26 Valencia and 9 San Bruno. All the MUNI Metro Lines are accessible. Accessible curbside parking has been designated at points on the 100 block of Otis Street. Large print copies of the agenda will be made available on request. Please contact the Secretary of the Executive Director of the Department of Human Services at 557-6540 at least two business days in advance of need. In order to allow individuals with environmental illness to attend the meetings, all are asked to refrain from wearing perfume or other scented products.

Minutes
I. Introductions: Phil Arnold opened the meeting giving special recognition to Lynne Gavin for completing her review of the Grant Proposals within a compressed timeframe.
II. Adoption of Agenda: Wayne Salazar motioned to adopt the agenda and was passed unanimously.
III Adoption of previous meeting Minutes September 13, 2004: Wayne Salazar motion to adopt the minutes and was passed unanimously.
IV. Update and review of the status of NOFA 249: Poor & Needy
a. Status Check: John Murray provided to the Committee a list of the top 17 scored proposals and the corresponding rankings. The Committee then decided to fund the top 7 ranked proposals: SF Earn, Episcopal Community Services, Woman’s Inc., Renaissance Parents for Success, Florence Crittendon, Self-Help for the Elderly and Chinatown Community Development Center. All funded agencies will be funded at 2/3 of their initial request.
b. Next Steps: John Murray will work with the DHS Contract’s Unit to notify and negotiate contracts.
V. Call for agenda items: The Committee decided that it would not need to meet until the new year since there will be little to report or discuss until contract negotiations have been completed.
