MINUTES

OCTOBER 23, 2003 REGULAR MEETING

The regular monthly meeting of the Human Services Commission was held on Thursday, October 23, 2003, in the Ronald H. Born Auditorium at 170 Otis Street, San Francisco.

Vice President Gaines called the meeting to order at 9:45 a.m. noting the Commission was present with the exception of President Clarke who was absent and excused.

On motion by Commissioner Yamasaki, seconded and carried, the Commission adopted the agenda as posted.

MINUTES

 

On motion by Commissioner Morrison, seconded and carried, the Commission adopted the minutes of the September 25, 2003 Regular Meeting as circulated.

EMPLOYEES OF THE MONTH

 

Vice President Gaines presented Deputy Director of Housing Shelagh Little and Employment Services Contract Manager Briana Moore Wirrom as the
October 2003 Employees of the Month.  Shelagh and Briana were honored for their outstanding work in securing the Hope House Grant that will provide housing and employment related services for chronically homeless adults with disabilities.  Their names have been engraved on the Employee of the Month plaque and they each received an engraved desk clock.  Shelagh and Briana graciously accepted with thanks to all.

EXECUTIVE DIRECTOR’S REPORT

Executive Director Trent Rhorer reported the Board of Supervisors has approved the department’s $24 million Supplemental Budget request.

The 2003 State Legislative Session ended September 12, 2003.  The Governor signed a majority of the health services bills.

The department recently met with community partners to discuss the Earned Income Tax Credit Project.  This year the department will take a regional approach with the project.

The TANF Program has been continued for six months on a status quo basis.

The department’s Administrative Division has submitted an Efficiency Plan as requested by the Mayor’s Office.

The Family and Children’s Services Division’s work over the next year will focus on drafting a Child Welfare Redesign Plan.

With great sadness, Mr. Rhorer noted the untimely loss of respected Shelter Client Advocate Arnett Watson.  Ms. Watson died suddenly September 27th

 

CONSENT CALENDAR

 

On motion by Commissioner Martinez, seconded and carried, the Commission ratified actions taken by the Executive Director since the September 25, 2003 regular meeting in accordance with the Commission authorization of June 26, 2003:

1.  Submission of requests to encumber funds in the amount of $88,852 for purchase of services or supplies;
2.  Submission of temporary requisitions TE9115 through DP91184 for possible use in order to fill positions on a temporary basis;
3.  Submission of report indicating 3 temporary appointments made during the period of Sept. 9, 2003 through Oct. 12, 2003.

 

WESTERN ADDITION FAMILY RESOURCE CENTER
REQUEST FOR PROPOSAL (RFP) PROCESS

David Curto, Program Manager – Office of Contract Compliance, presented a report providing summary information on the recent procurement history for

Family Resource Center services in the Western Addition community as well as a general orientation on the department’s Request for Proposal  (RFP) procurement process.

Charles Dixon, with Morrisania West, Inc., protested the Western Addition Family Resource Center contract award process.

Mattie Scott, Western Addition Community Activist, opposed the Western Addition Family Resource Center contract award.

David Fleishhacker, Booker T. Washington Board Member, spoke in opposition to elements of the RFP process and asked that the Commission re-examine the RFP process.

Jane Queen Gainer, MPH/Health Specialist – Department of Public Health, spoke in support of the Booker T. Washington Family Resource Center  program and the benefits it provides the community.

Patricia Scott, Vice President – Booker to Washington Board of Directors, spoke in support of the Booker T. Washington Family Resource Center program and urged the Commission to reconsider its decision.

Loretta McCall – spoke in support of the Booker T. Washington Family Resource Center program.

Priest James spoke in support of the Booker T. Washington Family Resource Center program and presented a panel of photos illustrating their efforts in the community.

Beverly A. Garth, a Western Addition resident, spoke to the need for the services provided by Booker T. Washington.

Sharon Woodruff, a Western Addition resident, spoke in support of the services provided by Booker T. Washington.

Julius K. Magee II, Western Addition resident, spoke in support of the Booker T. Washington Family Resource Center and the care it provided for the community.

Willyn Smith spoke in support of the Booker T. Washington Family Resource Center and the service provided to her family.

Kevin Williams spoke in support of the services offered by Booker T. Washington Family Resource Center.

Adrian Gaino spoke in support of the Booker T. Washington Family Resource Center.

Darin Pietila spoke in support of the Booker T. Washington Family Resource Center and urged the Commission to reconsider the contract award.

Esther M. Chambers spoke in support of the Booker T. Washington Family Resource Center.

Lorraine Simms spoke in support of the Booker T. Washington Family Resource Center and the services it provides.

Omar Steuben spoke in support of the Booker T. Washington Family Resource Center.

Verna Clark, a consultant who facilitates the Parenting Program, spoke in support of the Booker T. Washington Family Resource Center.

Aaron Grizzell, with San Francisco Tabernacle Ministries, spoke in support of the Booker T. Washington Family Resource Center.

Rev. George C. Woodruff, Pastor – First AME Zion Church serving the WA, spoke in support of Booker T. Washington.

Rev. Dr. James McCray, Jr., Pastor - Jones Memorial United Methodist Church, spoke in support of Booker T. Washington.

Dr. Arelious Walker, Pastor – True Hope Church of God in Christ, spoke in support of Booker T. Washington.

Lynn Powell spoke in support of Booker T. Washington.

Robert Gaino spoke in support of the Booker T. Washington Family Resource Center.

Wanda Johnson, Community Liaison, spoke in support of the Booker T. Washington Family Resource Center as a stable and effective community resource.

Bernice Johnson spoke in support of the Booker T. Washington Family Resource Center.

David Bracker, Interim Executive Director – Booker T. Washington Community Service Center, offered assistance in transitioning to the new agency, job interviews for staff to be displaced, help in transitioning the Food Pantry.  Additionally, Mr. Bracker requested the department’s help in securing other sources of revenue for the agency.

Vice President Gaines thanked the assembly for their time and thoughtful contributions to the discussion.

 

INTER CITY FAMILY  RESOURCE CENTER

 

Robin Love, Family Preservation Coordinator, presented the request to enter into a new contract with Inter City Family Resource Center.

Discussion followed.  Department staff and contractor’s representatives responded to questions.
Yvette Smith spoke in opposition to the proposal.

Aron Grizzell, representing San Francisco Tabernacle Congregations, opposed the contract award.

Pat Scott, Member - Booker T. Washington Board of Directors, spoke in opposition to the contract award.

On motion by Commissioner Yamasaki, seconded and carried by a vote of three to one with Commission Martinez dissenting, the Commission granted authorization to enter into a new contract with INTER CITY FAMILY RESOURCE CENTER for provision of a Western Addition Family Resource Center; during the period of December 1, 2003 through June 30, 2006; in a total contract amount not to exceed $ 1,127,564

PRIVATE INDUSTRY COUNCIL

 

Hope Kamimoto, Principal Administrative Analyst, presented the request to renew the contract with Private Industry Council.

On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to renew the contract with
PRIVATE INDUSTRY COUNCIL to provide the Community Jobs Program employer services; during the period of November 1, 2003 through October 31, 2004; in a total contract amount not to exceed $788,617.

GLIDE FOUNDATION

 

Joyce Crum, Deputy Director Homeless and Housing, presented the request to enter into a new contract with Glide Foundation.

On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to enter into a new contract with

GLIDE FOUNDATION to provide staffing and support services for CHANGES; during the period of November 1, 2003 through June 30, 2005;

in a total contract amount not to exceed $206,684.

LARKIN STREET SERVICES

 

Dion Roberts, CalWORKs Housing Program Manager, presented the request to enter into a new contract with Larkin Street Services.

On motion by Commissioner Martinez-, seconded and carried, the Commission granted authorization to enter into a new contract with

LARKIN STREET SERVICES  for provision of THP-Plus; during the period of November 1, 2003 through June 30, 2006; in a total contract amount not to exceed $2,224,666.

HAMILTON FAMILY CENTER

 

Cindy Ward, Housing and Homeless Family Programs Manager, presented the request to renew the contract with Hamilton Family Center.

On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to renew the contract with

HAMILTON FAMILY CENTER for provision of Aftercare; during the period of September 1, 2003 through August 30, 2006; in a total contract amount not to exceed $582,543.

ARENDT BEQUEST FUND

 

Phil Arnold, Director of Planning and Budget, presented the request for approval of Arendt Bequest funds to acquire property for use as subsidized housing for seniors.

Arendt Advisory Committee Member Pam Brennan, speaking only for herself, testified in opposition to the proposed purchase.

Vera Haile, a member of the Arendt Advisory Committee, offered background information relative to the Advisory Committee’s decision to recommend the purchase of this property.

On motion by Commissioner Yamasaki, seconded and carried by a vote of three to one with Commissioner Morrison dissenting,  the Commission granted approval of the use of $3.l million from the Arendt Bequest Fund to purchase property located at 850 Broderick Street, San Francisco; for use as subsidized housing for low-income special need individuals.

PUBLIC COMMENT

 

Vice President Gaines call for public comment did not yield a response.

ADJOURNMENT IN MEMORY

 

At 1:10 p.m., Vice President Gaines adjourned the meeting in memory of the late Arnett Watson, a respected Shelter Client Advocate with eleven years of service.   Ms. Watson died unexpectedly on September 27, 2003.  She will be missed.  May she rest in peace.
