HSA contracts with Children’s Council of San Francisco to provide vouchered subsidized care to eligible families served through Family and Children’s Services, CalWORKs, and Housing and Homeless programs, as well as other low-income families in San Francisco. Through funding to Family Support Services KidCare program, HSA makes available Emergency Back-up Care and Mildly Ill Care to CalWORKs and other families.
In addition to subsidizing care, HSA partners with other city departments and foundations to increase licensed capacity. Through the Child Care Facilities Fund, HSA has expanded child care options in strategic neighborhoods by offering grants, loans and technical assistance to new child care providers, increasing child care capacity by over 2,000 licensed slots since 1999. Consequently, San Francisco now ranks second in the state in the supply of licensed care.
To improve access to care for families of children with special needs, HSA works with the Department of Children, Youth and Their Families on the Child Care Inclusion Project to support quality care options for children with special needs.
In addition to improving affordability and access to care, HSA partners with other city departments and foundations to improve the quality of care. HSA supplements the wages of over 700 child care workers citywide, supports providers’ associations and neighborhood networks, and supports training opportunities for providers. Through San Francisco State University’s Gateway to Quality, centers and licensed family child care homes are assessed for quality and provided support to improve the quality of child care. As a result of these efforts, HSA has improved access to high-quality child care for low-income parents as well as other San Francisco families.
