M I N U T E S

April 24, 2003 Regular Meeting

The regular monthly meeting of the Human Services Commission was held on Thursday, April 24, 2003 in the Ronald H. Born Auditorium at 170 Otis Street, San Francisco.

ROLL CALL

President Clarke called the meeting to order at 9:40 a.m., noting that all the Commissioners were present.

AGENDA

On motion by Commissioner Martinez, seconded and carried, the Commission adopted the agenda with one change: Item VII.C. Tenderloin Housing Clinic - continued to the May 7, 2003 special meeting.

MINUTES

On motion by Commissioner Yamasaki, seconded and carried, the Commission approved the minutes of the March 27, 2003 Regular Meeting as circulated.

EMPLOYEE

OF THE MONTH

President Clarke presented CATHERINE RYAN, Program Analyst with Family & Children's Services Foster Parent Licensing Unit, as the April 2003 Employee of the Month. Cathy was honored for the exemplary work she does in support of the Foster Parents caring for our children. Cathy's name has been engraved on the Employee of the Month plaque and she was presented an engraved desk clock. Cathy graciously accepted with thanks.

EXECUTIVE DIRECTOR'S REPORT

Executive Director Trent Rhorer congratulated Commissioner Yamasaki on his reappointment to the Human Services Commission . Mayor Brown performed the ceremony April 11th. This is Commissioner Yamasaki's eighth term. He was first appointed to the Commission by Mayor Joseph Alioto on September 26, 1975 and subsequently reappointed by Mayors Moscone, Feinstein, Agnos, Jordan and Brown. In all, he has served with distinction for 28 consecutive years including ten terms as President and seven as Vice President. Congratulations and our heartfelt thanks.

The governor's budget portends significant cuts. The department now waits for the May revise. Discussion continues.

Locally, the City is working from a $347 million shortfall. The Department is meeting with the Mayor's Budget Office today. The Board of Supervisors has scheduled a May 1, 2003 public hearing.

The Earned Income Tax Credit Project for 2003 has been completed. 480 individuals were assisted with their tax filings for $600,000 in refunds.

The Department's Pilot Restaurant Program with Food Stamps to serve homeless, elderly and disabled clients has been implemented. Thirteen restaurants have been approved to provide meals in the Tenderloin, South of Market and Mission districts.

The Department's Family and Children's Services Division met with the State to review the Department's Corrective Action Plan that responds to the State audit which found the Licensing Unit out of compliance.

The Proposition N Subcommittees: Housing & Services, and Shelter & Services have concluded their work after meeting twenty times in a

two-month period. The meetings were well attended and successful in obtaining public input. The full Proposition N Committee will meet on May 12th.

CONSENT CALENDAR

Commissioner Martinez requested the removal of Item 1.4 - 3/25/03 Kevin Leonard Carter $283,600, for individual discussion.

On motion by Commissioner Yamasaki, seconded and carried, the Commission ratified the actions taken by the Executive Director since the March 27, 2003 meeting in accordance with Commission Authorization of June 27, 2002 with one exception: Item 1.4. -- 3/25/03 Kevin Leonard Carter $283,600:

 

    1. Submission of requests to encumber funds in the amount of $5,678,671 for purchase of services or supplies;

    2. Submission to temporary requisitions DP91108 through DP91109 for possible use in order to fill positions on a temporary basis;

    3. Submission of report of three temporary appointments made during the period of March 6, 2003 to April 11, 2003.

On motion by Commissioner Martinez, seconded and carried, the Commission approved Item 1.4 - 3/25/03 Kevin Leonard Carter $283,500.

SAN FRANCISCO FOOD BANK

Sylvia Segovia, Food Stamps Section Manager, presented the request to renew the contract with the San Francisco Food Bank.

On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to renew the contract with SAN FRANCISCO FOOD BANK for the provision of the Immigrant Food Assistance and Emergency Food Box Programs; during the period of July 1, 2003 through June 30, 2006; in a total contract amount not to exceed $1,197,531.

GRUPO DE LA COMIDA

Sylvia Segovia, Food Stamps Section Manager, presented the request to renew the contract with Grupo De La Comida.

On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to renew the contract with GRUPO DE LA COMIDA for the provision of food to San Francisco residents; during the period of July 1, 2003 through June 30, 2005; in a total contract amount not to exceed $90,000.

SAINT VINCENT DE PAUL

Shelagh Little, Deputy Director of Housing, presented the request to enter into a new contract with Saint Vincent de Paul.

On motion by Vice President Gaines, seconded and carried, the Commission granted authorization to enter into a new contract with SAINT VINCENT DE PAUL for provision of Master Lease Hotel; during the period of May 1, 2003 through June 30, 2004; in a total contract amount not to exceed $101,411.

SAN FRANCISCO CHILD ABUSE PREVENTION CENTER

John Tsutakawa, Family and Children's Services Contract Liaison, presented the request to modify the contract with San Francisco Child Abuse Prevention Center.

On motion by Commissioner Morrison, seconded and carried, the Commission granted authorization to modify the contract with SAN FRANCISCO CHILD ABUSE PREVENTION CENTER for provision of TALKLine Family Support Center; during the period of July 1, 2003 through June 30, 2005; in the additional amount of $404,000 for a revised total contract amount not to exceed $1,199,382.

SAN FRANCISCO CHILD ABUSE PREVENTION CENTER

John Tsutakawa, Family and Children's Services Contract Liaison, presented the request to renew the contract with San Francisco Child Abuse Prevention Center.

On motion by Vice President Gaines, seconded and carried, the Commission granted authorization to renew the contract with SAN FRANCISCO CHILD ABUSE PREVENTION CENTER for provision of Mandated Reporter and Advanced Training; during the period of July 1, 2003 through June 30, 2006; for a total contract amount not to exceed $262,527.

FRIENDS OUTSIDE

John Tsutakawa, Family and Children's Services Contract Liaison, presented the request to renew the contract with Friends Outside.

On motion by Commissioner Yamasaki, seconded and carried, the Commission granted authorization to renew the contract with FRIENDS OUTSIDE for provision of Reunification Liaison Services for Incarcerated Parents; during the period of July 1, 2003 through June 30, 2006; for a total contract amount not to exceed $329,019.

PUBLIC COMMENT

President Clarke's call for public comment did not yield a response.

ADJOURN

President Clarke adjourned the meeting at 10:45 a.m. in memory of the honorable Patricia E. Evans, M.D., M.P.H. who served the Human Services Commission with distinction from February 26, 1993 to February 11, 1997. Dr. Evans died suddenly on Saturday, April 19, 2003.
