The regular monthly meeting of the Human Services Commission was held on Thursday, July 24, 2003, in the Ronald H. Born Auditorium at 170 Otis Street, San Francisco.

President Clarke called the meeting to order at 9:35 a.m., noting that all the Commission was present with the exception of Vice President Gaines who had been excused and Commissioner Martinez who had been delayed. |

AGENDA |
On motion by Commissioner Yamasaki, seconded and carried, the Commission adopted the amended agenda with the following changes:
A. Item VII.D. East Bay Asian Local Development Corporation - term corrected to read August 1, 2003 through September 30, 2004.
B. Item VII. H. 2003-04 Goal - continued to August Commission meeting. |

MINUTES |
On motion by Commissioner Yamasaki, seconded and carried, the Commission approved the minutes of the June 26, 2003 Regular Meeting as circulated. |

EMPLOYEE
OF THE MONTH |
President Clarke presented the July 2003 Employee of the Month Award to the Electronic Benefit Transfer (EBT) System Planning and Implmentation Team:
George Aluska, John Bacon, Millie Busse, Silver Cusi, Jeannie Dam, Maureen Davidson, George Diaz, Ralph Escoriaza, Andrew Goberman, Gigi Guevarra, Joseph Huang, Elaine Hung, Nikki Iroko, Francis Kennedy, Lindy Luoma, Mary Ma, Arsenia Mariano, John McClellan, Brenda McCullough, Frank Ng,
Leo O'Farrell, Mary Peters, Rosalie Roca, Paul Rosenberg, Mitchell Sanchez, Evert Saravia, Sylvia Segovia, Martha Singleton, Diane Trinh, Bill Vaughn,
Ana Villalpando, Carol Wolff, and Vonica Yee . The team was honored for engineering a smooth and successful transition to the modern Food Stamp Benefit delivery system for the 18,000 EBT households in San Francisco. Each team member was presented an engraved onyx paperweight. Their names have been engraved on the Employee of the Month plaque. Lindy Luoma graciously accepted on behalf of the entire team. |

EXECUTIVE DIRECTOR'S REPORT |
Executive Director Trent Rhorer reported the Board of Supervisors approved the Department's Budget restoring some funds for child care and emancipating foster youth.
State and Federal Budget deliberations continue. |

CONSENT CALENDAR |
On motion by Commissioner Morrison, seconded and carried the Commission ratified the actions taken by the Executive Director since the June 26, 2003 regular meeting in accordance with Commission authorization of June 26, 2003:
1. Submission of requests to encumber funds in the amount of $15,554,392 for purchase of services or supplies;
2. Submission of temporary requisitions TE91099 through DP91142 for possible use in order to fill positions on a temporary basis;
3. Submission of report of thirty temporary appointments made during the period of June 12 through July 10, 2003.

SAN FRANCISCO FOUNDATION
(Community Task Force on Homes for Children) |
John Tsutakawa, Family and Children's Services Contract Liaison, presented the request to renew the San Francisco Foundation contract.
Commissioner Yamasaki noted since this contract is entirely county money and there have been no measurable results, the money would be better spent on agencies such as Black Adoptions.
On motion by Commissioner Yamasaki for the purpose of reaching a decision, seconded and failed with three negative votes, the Commission denied authorization to renew the contract with SAN FRANCISCO FOUNDATION for provision of Community Task Force on Homes for Children; during the period of July 1, 2003 through June 30, 2006; in a total contract amount not to exceed $113,250. |

ARLENE HYLTON |
John Tsutakawa, Family and Children's Services Contract Liaison, presented the request to enter into a new contract with Arlene Hylton.
Laticia Erving, Independent Living Skills Youth, spoke in support of Ms. Hylton and thanked the Commission for their past considerations.
On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to enter into a new contract with ARLENE HYLTON to provide coordination to the Independent Living Skills Program, during he period of July 1, 2003 through June 30, 2004; in a total contract amount not to exceed $94,200. |

MOORE, ICAFANO AND GOLTSMAN |
John Tsutakawa, Family and Children's Services Contract Liaison, presented the request to modify the contract with Moore, Icafano and Goltsman.
On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to modify the contract with MOORE, ICAFANO AND GOLTSMAN for the provision of additional Family to Family Services; during the period of July 1, 2003 through December 31, 2003; in the additional amount of $71,515 for a revised total contract amount not to exceed $131,075. |

EAST BAY ASIAN LOCAL DEVELOPMENT CORPORATION |
John Tsutakawa, Family and Children's Services Contract Liaison, presented the request to modify East Bay Asian Local Development Corporation contract.
On motion by Commissioner Martinez, seconded and carried the Commission granted authorization to modify the contract withEAST BAY ASIAN LOCAL DEVELOPMENT CORPORATION for the provision of Individual Development Accounts to Foster Care Youth; during the period of August 1, 2003 through September 30, 2004; in the additional amount of $80,048 for a revised total contract amount not to exceed $308,895. |

ASIAN PERINATAL ADVOCATES |
Robin Love, Family Preservation Coordinator, presented the request to modify the Asian Perinatal Advocates contract.
On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to modify the contract with EAST BAY ASIAN LOCAL DEVELOPMENT CORPORATION for the provision of Individual Development Accounts to Foster Care Youth; during the period of August 1, 2003 through June 30, 2004; in the additional amount of $80,048 for a revised total contract amount not to exceed $308,895. |

INSTITUTO FAMILIAR DE LA RAZA |
Robin Love, Family Preservation Coordinator, presented the request to modify the Instituto Familiar De La Raza contract.
On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to modify the contract with INSTITUTO FAMILIAR DE LA RAZA for the provision of Enhanced Visitation; during the period of July 1, 2003 through June 30, 2004; in the additional amount of $60,600 for a revised total contract amount not to exceed $657,915. |

ELECTRONIC DATA SYSTEMS |
Art Wong, CalWIN Project Manager, presented the request to modify the Electronic Data Systems contract.
On motion by Commissioner Martinez, seconded and carried, the Commission granted authorization to modify the contract with ELECTRONIC DATA SYSTEMS for the provision of CalWIN hardware; during the period of August 1, 2003 through June 30, 2008; in the additional amount of $289,645 for a revised total contract amount not to exceed $16,122,891.

ADJOURNED INTO CLOSED SESSION |
On motion by Commissioner Morrison, seconded and carried, at 11:05 a.m., President Clarke adjourned the public meeting into Closed Session as permitted by Government Code Section 54957 and San Francisco Administrative Code Section 67.10(b): Public Employee Performance Evaluation - Department of Human Services Executive Director Trent Rhorer.

RECONVENED PUBLIC MEETING |
At 11:40 a.m., President Clarke reconvened the public meeting in open session. |

VOTE |
On motion by Commissioner Yamasaki, seconded and carried, the Commission finding that such disclosure is in the public interest, elected to disclose a portion of the Closed Session discussion, to wit: That the Commission discussed the Executive Director's Management Performance Review and rated his performance, which will be transmitted to his personnel file.
