The regular monthly meeting of the Human Services Commission was held on Thursday, June 23, 2005 in the Ronald H. Born Auditorium at 170 Otis Street San Francisco.

On motion by Vice President Martinez, seconded and carried, the Commission adopted the agenda amended as follows:
1. Item VII.L. Inter City Family Support & Resource Network – amount changed to $806,527;

On motion by Vice President Martinez, seconded and carried, the Commission approved the minutes of the May 26, 2005 Regular Meeting as circulated.

EMPLOYEE OF THE MONTH |
President Yamasaki announced the selection of the Foster Care Induction Training Team as the June 2005 Employees of the Month.
The Team: Richard Anderson, John Patton, Robert Ho, Robert Manongdo, Pam Hughes, Aida Soriano, Du Le Mack, Phyllis Pansegrau,
Brenda Oriol, Fette Brown, Erlinda Gunabe, Cora Reyes, Briana Moore Wirrom, Theresa McGovern, Stella Chang, Gene Clements,
Aisha Lusk, Eileen Cavan, Irene Mendoza, Stephen Lau, Virgie Montances, Val Loyd, Fanny Mayorga, Robert Manongdo, Miguel Nunez, Sayed Mumtaz amd Candace Gray was recognized for their tremendous contribution to the successful planning and delivery of the Foster Care Induction Training to new staff members. They were each presented an engraved paperweight and their names have been engraved on the Employee of the Month Plaque. They graciously accepted with thanks.

EXECUTIVE DIRECTOR’S REPORT
|
Executive Director Trent Rhorer furnished an update re the City, State and Federal budget processes and program activities.

CONSENT CALENDAR
|
On motion by Commissioner Stewart, seconded and carried, the Commission ratified actions taken by the Executive Director since the May 26, 2005 regular meeting in accordance with Commission authorization of June 24, 2004:
A. Submission of requests to encumber funds in the amount of $1,030,078 for purchase of services or supplies;
B. Granted approval of Fiscal Year 2004-2005 Report of Gifts Accepted as per SF Administrative Code Section 10.116;
C. Granted continuing authorization for actions that may be taken by the Executive Director in Fiscal Year 2005-2006.

CYPRESS SECURITY |
Executive Director Rhorer noted that during the past nine months, security guards and union representatives had expressed concern re the pace of negoitiations with Cypress Security relative to the guards’ request for the opportunity to seek union representation.
Nils Welin, representing Cypress Security, reported that the procedures and standards of Cypress Security have been followed and upheld. Moreover, Cypress Security signed a Master Agreement with the Union on June 20, 2005.
Kes Narbutas, Cypress Co-Founder and Board Member, testified that they are proud to now be part of the union family and believe it will help the company grow.
Eric Lerner, Staff Director– Local 24/7, expressed the concern of security officers re the distribution of a flyer re union membership and payment of union dues under Federal Law.
Annie Rudolph, Cypress Security Officer, expressed her concern about the distribution of the flyer.
Discussion followed.
President Yamasaki thanked all parties for their efforts.

GRUPO DE LA COMIDA |
Leo O’Farrell, Program Manager – Food Stamps Program, presented the request to renew the Grupo De La Comida grant.
On motion by Vice President Martinez, seconded and carried, the Commission granted authorization to renew the grant with
GRUPO DE LA COMIDA for provision of food distribution; during the period of July 1, 2005 through June 30, 2007; in a total contract amount not to exceed $90,000.

HOMELESS PRENATAL ADVOCATES |
John Tsutakawa, Family and Children’s Services Contract Liaison, presented the request to enter into contract with Homeless Prenatal Advocates.
On motion by Commissioner Murphy, seconded and carried, the Commission granted authorization to enter into a new contract with
HOMELESS PRENATAL ADVOCATES for the provision of substance abuse supportive services to Family and Children’s Services linked families; during the period of July 1, 2005 through June 30, 2006; in a total contract amount not to exceed $360,000.

LARKIN STREET YOUTH SERVICES |
John Tsutakawa, Family and Children’s Services Contract Liaison, presented the request to modify the Larkin Street Youth Services contract.
On motion by Vice President Martinez, seconded and carried, the Commission granted authorization to modify the contract with
LARKIN STREET YOUTH SERVICES for the provision of the Castro Street Youth Initiative; during the period of July 1, 2005 through June 30, 2007; in a total contract amount not to exceed $729,217.

FAMILY SUPPORT SERVICES OF THE BAY AREA |
John Tsutakawa, Family and Children’s Services Contract Liaison, presented the request to enter into a new contract with Family Support Services of the Bay Area.
On motion by Vice President Martinez, seconded and carried, the Commission granted authorization to enter into a new contract with
FAMILY SUPPORT SERVICES OF THE BAY AREA to provide respite service for at-risk families; during the period of July 1, 2005 through June 30, 2008; in a total contract amount not to exceed $943,821.

SAN FRANCISCO STATE UNIVERSITY |
John Tsutakawa, Family and Children’s Services Contract Liaison, presented the request to enter into a new contract with San Francisco State University.
On motion by Commissioner Dearman, seconded and carried, the Commission excused Commissioner Murphy from the vote to avoid a conflict of interest.
On motion by Commissioner Dearman, seconded and carried with Commissioner Murphy excused from the vote, the Commission granted authorization to enter into a new contract with SAN FRANCISCO STATE UNIVERSITY to provide Foster Parent Training; during the period of July 1, 2005 through June 30, 2008; in a total contract amount not to exceed $399,135.

SAN FRANCISCO COMMUNITY COLLEGE DISTRICT |
John Tsutakawa, Family and Children’s Services Contract Liaison, presented the request to enter into a new contract with San Francisco Community College District.
On motion by Commissioner Stewart, seconded and carried, the Commission excused Vice President Martinez from the vote to avoid a conflict of interest.
On motion by Commissioner Murphy, seconded and carried with Vice President Martinez excused from the vote, the Commission granted authorization to renew the contract with SAN FRANCISCO COMMUNITY COLLEGE DISTRICT to provide Specialized Training Services to Community Based Organizations involved with Foster Children; during the period of July 1, 2005 through June 30, 2008; in a total contract amount not to exceed $2,220,000.

SAN FRANCISCO COMMUNITY COLLEGE DISTRICT |
James Whelly, Employment Services Section Manager, presented the request to retroactively modify the contract with San Francisco Community College District.
On motion by Commissioner Murphy, seconded and carried, the Commission excused Vice President Martinez from the vote to avoid a conflict of interest.
On motion by Commissioner Dearman, seconded and carried with Vice President Martinez excused from the vote, the Commission granted authorization to retroactively modify the contract with SAN FRANCSCO COMMUNITY COLLEGE DISTRICT for provision of the Work Study Program for CalWORKs and Personal Assisted Employment Services Clients; during the period of July 1, 2004 through June 30, 2005; in the additional amount of $124,220, for a revised total contract amount not to exceed $239,220.

SUPPORT FOR FAMILIES OF CHILDREN WITH DISABILITIES |
Robin Love, Family Preservation Coordinator, presented the request to renew the contract with Support for Families of Children With Disabilities.
On motion by Vice President Martinez, seconded and carried, the Commission granted authorization to renew the contract with
SUPPORT FOR FAMILIES OF CHILDREN WITH DISABILITIES; for the provision of training, referral and services for families of children with disabilities; during the period of July 1, 2005 through June 30, 2007; in a total contract amount not to exceed $101,000.

Robin Love, Family Preservation Coordinator, presented the request to renew the contract with Asian Perinatal Advocates.
On motion by Commissioner Stewart, seconded and carried, the Commission granted authorization to renew the contract with
ASIAN PERINATAL ADVOCATES for provision of Family Preservation and Support Services; during the period of July 1, 2005 through June 30, 2006; in a total contract amount not to exceed $739,970.

ECONOMIC OPPORTUNITY COUNCIL |
Robin Love, Family Preservation Coordinator, presented the request to renew the contract with Economic Opportunity Council.
On motion by Vice President Martinez, seconded and carried, the Commission granted authorization to renew the contract with
ECONOMIC OPPORTUNITY COUNCIL for provision of Family Preservation and Support Services; during the period of July 1, 2005 through June 30, 2006; in a total contract amount not to exceed $293,171.

Robin Love, Family Preservation Coordinator, presented the request to renew the contract with Inter City Family Support and Resource Network.
On motion by Vice President Martinez , seconded and carried, the Commission granted authorization to renew the contract with
INTER CITY FAMILY SUPPORT AND RESOURCE NETWORK for provision of Family Preservation and Support Services; during the period of July 1, 2005 through June 30, 2006; in a total contract amount not to exceed $806,527.

On motion by Commissioner Dearman, seconded and carried, the Commission granted authorization to renew the contract with
INTER CITY FAMILY SUPPORT AND RESOURCE NETWORK for the provision of Family Preservation and Support Services in the Western Addition; during the period of July 1, 2005 through October 31, 2005; in a total contract amount not to exceed $141,000.

Robin Love, Family Preservation Coordinator, presented the request to renew the contract with Instituto Familiar De La Raza.
On motion by Vice President Martinez, seconded and carried, the Commission granted authorization to renew the contract with
INSTITUTO FAMILIAR DE LA RAZA for provision of Family Preservation and Support Services; during the period of July 1, 2005 through June 30, 2006; in a total contract amount not to exceed $623,203.

Robin Love, Family Preservation Coordinator, presented the request to renew the contract with Urban Services – YMCA.
On motion by Commissioner Dearman, seconded and carried, the Commission granted authorization to renew the contract with
URBAN SERVICES – YMCA for provision of Family Preservation and support Services; during the period of July 1, 2005 through June 30, 2006; in a total contract amount not to exceed $316,448.

Pearl Howell, Program Specialist, presented the request to renew the contract with Saint Vincent de Paul.
On motion by Commissioner Stewart, seconded and carried, the Commission granted authorization to renew the contract with
SAINT VINCENT DE PAUL for provision of Domestic Violence Advocates for CalWORKs Clients; during the period of July 1, 2005 through June 30, 2007; in a total contract amount not to exceed $229,052.

Cindy Ward, Housing and Homeless Family Programs Manager, presented the request to enter into a new contract with Eviction Defense Collaborative.
On motion by Vice President Martinez, seconded and carried, the Commission granted authorization to enter into a new contract with
EVICTION DEFENSE COLLABORATIVE for provision of Eviction Prevention Services; during the period of July 1, 2005 through June 30, 2008; in a total contract amount not to exceed $2,504,265.

Cindy Ward, Housing and Homeless Family Programs Manager, presented the request to enter into a new contract with Catholic Charities - CYO.
On motion by Commissioner Dearman, seconded and carried, the Commission granted authorization to enter into a new contract with
CATHOLIC CHARITIES - CYO for provision of Family Eviction Prevention Services; during the period of July 1, 2005 through June 30, 2008; in a total contract amount not to exceed $2,033,430.

Cindy Ward, Housing and Homeless Family Programs Manager, presented the request to enter into a new contract with Hamilton Family Center.
On motion by Commissioner Murphy, seconded and carried, the Commission granted authorization to enter into a new contract with
HAMILTON FAMILY CENTER for provision of the Hamilton Family Residences; during the period of July 1, 2005 through June 30, 2008; in a total contract amount not to exceed $3,861,972.

SHELTER GRIEVANCE ADVISORY COMMITTEE |
Cindy Ward, Housing and Homeless Family Programs Manager, presented the nomination of Lara Tannenbaum , Director of Residential Programs at Larkin Street Youth Services, for a Community at Large Seat on the Shelter Grievance Advisory Committee.
On motion by Commissioner Stewart, seconded and carried, the Commission approved the appointment of Lara Tannenbaum to a Community at Large Seat on the Shelter Grievance Advisory Committee.

Shane Balanon, Acting Shelter Plus Care Program Manager, presented the request to enter into a new contract with Catholic Charities – CYO.
On motion by Vice President Martinez, seconded and carried, the Commission granted authorization to enter into a new contract with
CATHOLIC CHARITIES - CYO for provision of Shelter Plus Care Scattered Sites; during the period of July 1, 2005 through June 30, 2008; in a total contract amount not to exceed $453,084.

Dion Roberts, CalWORKs Housing Program Manager, presented the request to enter into a new contract with Episcopal Community Services.
On motion by Commissioner Dearman, seconded and carried, the Commission granted authorization to enter into a new contract with
EPISCOPAL COMMUNITY SERVICES for provision of operating the Canon Barcus Supportive Housing Site; during the period of July 1, 2005 through June 30, 2006; in a total contract amount not to exceed $46,740.

TENANTS AND OWNERS DEVELOPMENT CORPORATION |
Dion Roberts, CalWORKs Housing Program Manager, presented the request to enter into a new contract with Tenants and Owners Development Corporation.
On motion by Commissioner Murphy, seconded and carried, the Commission granted authorization to enter into a new contract with
TENANTS AND OWNERS DEVELOPMENT CORPORATION for provision of operating a supportive housing site; during the period of July 1, 2005 through June 30, 2008; in a total contract amount not to exceed $712,875.

Laura Gerard, Housing and Homeless Program Assistant, presented the request to enter into a new contract with Episcopal Community Services.
On motion by Vice President Martinez, seconded and carried, the Commission granted authorization to enter into a new contract with
EPISCOPAL COMMUNITY SERVICES for provision of operating the Sanctuary Emergency Shelter; during the period of July 1, 2005 through June 30, 2008; in a total contract amount not to exceed $4,418,751.

Scott Walton, Supportive Housing Program Manager, presented the request to enter into contract with Mary Elizabeth Inn.
On motion by Vice President Martinez, seconded and carried, the Commission granted authorization to enter into contract with
MARY ELIZABETH INN for provision of Single Room Occupancy Housing and Support Services for 25-33 homeless women who are County Adult Assistance Program recipients at time of move in; during the period of July 1, 2005 through June 30, 2007; in a total contract amount not to exceed $474,894.

Dion Roberts, CalWORKs Housing Program Manager, presented the request to enter into contract with Mary Elizabeth Inn.
On motion by Vice President Martinez, seconded and carried, the Commission granted authorization to enter into contract with
MARY ELIZABETH INN for provision of Support Services to 20 formerly homeless, disabled women living in State-subsidized permanent housing at the Inn; during the period of July 1, 2005 through June 30, 2007; in a total contract amount not to exceed $259,696.

Joyce Crum, Deputy Director Homeless and Housing, presented the request to renew the contract with Mission Neighborhood Health Center.
On motion by Commissioner Stewart, seconded and carried, the Commission granted authorization to renew the contract with
MISSION NEIGHBORHOOD HEALTH CENTER for provision of the Mission Resource Center; during the period of July 1, 2005 through June 30, 2006; in a total contract amount not to exceed $711,667.

Joyce Crum, Deputy Director Homeless and Housing, presented the request to renew the contract with Glide Foundation.
On motion by Commissioner Stewart, seconded and carried, the Commission granted authorization to renew the contract with
GLIDE FOUNDATION for provision of operating the Shelter Reservation System; during the period of July 1, 2005 through December 31, 2005; in a total contract amount not to exceed $67,270.

Scott Walton, Supportive Housing Program Manager, presented the request to renew the contract with Tenderloin Housing Clinic.
On motion by Vice President Martinez, seconded and carried, the Commission granted authorization to renew a contract with
TENDERLOIN HOUSING CLINIC for provision of the Housing First Program to operate Care Not Cash Hotels; during the period of July 1, 2005 through June 30, 2007; in a total contract amount not to exceed $7,553,342.

Scott Walton, Supportive Housing Program Manager, presented the request to renew the contract with Tenderloin Housing Clinic.
On motion by Commissioner Dearman, seconded and carried, the Commission granted authorization to renew a contract with
TENDERLOIN HOUSING CLINIC for provision of the Housing First Program to operate Non Care Not Cash Hotels; during the period of July 1, 2005 through June 30, 2006; in a total contract amount not to exceed $6,582,235.

TENDERLOIN AIDS RESOURCE CENTER |
Shelagh Little, Deputy Director of Housing, presented the request to renew the contract with Tenderloin Aids Resource Center.
On motion by Vice President Martinez, seconded and carried, the Commission granted authorization to renew the contract with
TENDERLOIN AIDS RESOURCE CENTER for provision of the Housing First Program to operate the Aranda Hotel; during the period of July 1, 2005 through June 30, 2006; in a total contract amount not to exceed $1,204,180.

EPISCOPAL COMMUNITY SERVICES |
Laura Gerard, Housing and Homeless Program Assistant, presented the request to enter into a new contract with Episcopal Community Services.
On motion by Vice President Martinez, seconded and carried, the Commission granted authorization to enter into a new contract with
EPISCOPAL COMMUNITY SERVICES for provision of operating the Next Door Shelter Program; during the period of July 1, 2005 through June 30, 2008; in a total contract amount not to exceed $5,806,224.

Laura Gerard, Housing and Homeless Program Assistant, presented the request to enter into a new contract with Saint Vincent de Paul.
On motion by Commissioner Dearman, seconded and carried, the Commission granted authorization to enter into a new contract with
SAINT VINCENT DE PAUL for provision of operating Multi-Service Center South Shelter Program; during the period of July 1, 2005 through June 30, 2008; in a total contract amount not to exceed $7,346,136.

PUBLI C COMMENT |
Dr. Estela R. Garcia, Associate Director – Instituto Familiar De La Raza, thanked the Commission for their thoughtful deliberations and continuing support in meeting the needs of the community.
Melba Maldonado, with La Raza Resource Center, thanked the Commission for their continuing support and extended an invitation to visit their facility.
