Mayor Newsom announced plans to implement new efforts to help homeless families living in San Francisco. At the heart of the plan to redesign the city's homeless family system is Mayor Newsom's Housing First approach. The Mayor believes that the problems faced by many homeless can be solved. He has identified the current homeless family system of care as being emergency driven and weighted too much toward applying support and resources once a family enters into crisis. This often results in the growth of high cost/short term systems (e.g. emergency shelters, transitional housing) and lack of focus on developing permanent solutions to family homelessness. Mayor Newsom believes that many families can avoid the emergency services system while in their most recent place of residence prior to becoming homeless. To this end, Mayor Newsom has proposed that the Human Services Agency, the agency that oversees the City's homeless policies and programs, establish a working group of stakeholders to explore transforming the current emergency system for homeless families into a "Housing First" model.
The Human Services Agency has established a monthly advisory working group and three subcommittees.
