The regular monthly meeting of the Human Services Commission was held on Thursday, April 28, 2005 in the Ronald H. Born Auditorium at 170 Otis Street San Francisco.

President Yamasaki called the meeting to order at 9:40 a.m., noting the Commission was present.

On motion by Vice President Martinez, seconded and carried, the Commission adopted the agenda with the following amendment: Item VII. I – Community Awareness Treatment Services, amount changed to read $1,471,972.

MINUTES |
On motion by Commissioner Stewart, seconded and carried, the Commission approved the minutes of the March 24, 2005 Regular Meeting as circulated.

|
EMPLOYEES OF THE MONTH |
President Yamasaki announced the selection of the Family & Children’s Services System Improvement Plan Team: Robin Love – Family Preservation Coordinator, John Tsutakawa – Contract Manager, and Elizabeth Crudo – Redesign Coordinator, as the April 2005 Employees of the Month. The team was recognized for their skill, compassion and untiring dedication to families and children. Each team member received an engraved desk clock and their names were engraved on the Employee of the Month Plaque. The trio graciously accepted with thanks to all.

EARNED INCOME TAX CREDIT PROGRAM
|
The Earned Income Tax Credit Program Volunteers were recognized for their outstanding effort. A sincere thank you and best wishes to the Earned Income Tax Program Coordinator Kathleen Ciabattoni who is retiring in May.

EXECUTIVE DIRECTOR’S REPORT
|
Deputy Director James Buick furnished an update re the City, State and Federal budget processes and program activities.

CONSENT CALENDAR
|
On motion by Vice President Martinez, seconded and carried, the Commission ratified actions taken by the Executive Director since the March 24, 2005 regular meeting in accordance with Commission authorization of June 24, 2004:
A. Submission of requests to encumber funds in the amount of $6,209,994 for purchase of services or supplies;
B. Submission of temporary requisition DP91352 – TE191481 for possible use in order to fill positions on a temporary basis;
C. Submission of 4 temporary appointment made during the period of 3.12.05 through 4.11.05.

MAY 2005 PROCLAIMED FOSTER CARE MONTH |
James Buick, Deputy Director, presented a resolution proclaiming May 2005 Foster Care Month.
Katy Chamberlain, with Honoring Emancipating Youth, urged continued support of foster youth and urged passage of the resolution proclaiming May 2005 Foster Care Month.
Felicia Martinez, a former foster child, thanked the Commission for their support and encouraged adoption of the proclamation.
On motion by Vice President Martinez, seconded and carried, the Commission adopted the following resolution proclaiming May 2005 Foster Care Month:
WHEREAS, the family is the foundation of strong and healthy communities; and
WHEREAS, twenty percent of the nation’s foster care youth live in California; and
WHEREAS, in San Francisco there are 2, 216 children and youth in foster care; and
WHEREAS, in San Francisco more than 200 youth “age out” or emancipate from foster care each year; and
WHEREAS, more than half of these San Francisco children and youth are cared for by family members through kin foster placements; and
WHEREAS, more dedicated foster parents are needed to provide family care for children who cannot live with their parents; and
WHEREAS, it is the responsibility of the entire community to make sure that each youth who leaves the foster care system in California has a permanent lifelong connection with a caring adult; and
WHEREAS, San Francisco is committed to youth engagement, empowerment, and leadership; and
WHEREAS, current and former foster youth have the unique capacity to educate policy makers and the general public about the distinct needs of foster care youth; and
WHEREAS, there are numerous individuals and public, private and nonprofit organizations that work to empower and support foster youth; now, therefore, be it
RESOLVED, That the San Francisco Human Services Agency Commission declares May 2005 FOSTER CARE MONTH and urges all community members to volunteer their talents and energies to honor children and youth in foster care and foster care alumni during this month and throughout the year.

HUMAN SERVICES CARE FUND QUARTERLY HEARING |
Deputy Director Phil Arnold provided an update to the Fiscal Year 2004-2005 savings projects for the Human Services Care Fund noting the Fiscal Year 2994-2005 budgeted amount for the Human Services Care Fund is $10,054,263. Based on calculations of actual and projected savings through June 2005, the total amount in the Human Services Care Fund for Fiscal Year 2004-2005 should be $12,872,959 which means that the Fiscal Year 2004-2005 budget is under-funded by roughly $2.8 million.
On motion by Commissioner Stewart, seconded and carried, the Commission adopted findings regarding the revised Fiscal Year 2004-2005 Care Fund savings estimate of $12,872,959 and authorized transmission of the information to the Board of Supervisors and the Office of the Controller.

INDIRECT RATE POLICY FOR ALL DEPARTMENT OF HUMAN SERVICES CONTRACTS

David Curto, Program Manager – Office of Contract Compliance, reported the Mayor’s Budget Office continues discussions re an Indirect Rate Policy. |

EARNED ASSETS RESOURCE NETWORK |
Deputy Director Phil Arnold presented the request to enter into a Zygmund Arendt grant agreement with Earned Assets Resource Network.
On motion by Vice President Martinez, seconded and carried, the Commission granted authorization to enter into a Zygmund Arendt grant agreement with EARNED ASSETS RESOURCE NETWORK to provide Individual Development Accounts to poor and needy San Francisco residents, including emancipating foster youth; during the period of May 1, 2005 through April 30, 2007; in a total grant amount not to exceed $264,000.

John Tsutakawa, Family and Children’s Services Contract Liaison, presented the request to renew the contract with Todd Wright.
On motion by Commissioner Dearman, seconded and carried, the Commission granted authorization to renew the contract with
TODD WRIGHT for provision of Family and Children’s Services Ombudsman; during the period of July 1, 2005 through June 30, 2007; in a total contract amount not to exceed $153,400.

MOORE, IACOFANO, GOLTSMAN |
John Tsutakawa, Family and Children’s Services Contract Liaison, presented the request to renew the contract with Moore, Iacofano, Goltsman.
On motion by Commissioner Murphy, seconded and carried, the Commission granted authorization to enter into contract with
MOORE, IACOFANO, GOLTSMAN for provision of Child Welfare Re-design Consultation; during the period of May 1, 2005 through September 15, 2005; in a total contract amount not to exceed $30,000.

BLACK ADOPTION PLACEMENT AND RESEARCH CENTER |
John Tsutakawa, Family and Children’s Services Contract Liaison, presented the request to modify the contract with Black Adoption and Research Center.
On motion by Commissioner Murphy, seconded and carried, the Commission granted authorization to modify the contract with
BLACK ADOPTION PLACEMENT AND RESEARCH CENTER for provision of advertising and media outreach to potential adoptive families; during the period of May 1, 2005 through June 30, 2005; in the amount of $51,866 for a revised total contract amount not to exceed $1,649,016.

FRIENDSHIP HOUSE ASSOCIATION OF AMERICAN INDIANS, INC. |
Mikyung Kim, Supportive Housing Grant Manager, presented the request to enter into a grant agreement with Friendship House Association of American Indians, Inc.
On motion by Vice President Martinez, seconded and carried, the Commission granted authorization to enter into a grant agreement with
FRIENDSHIP HOUSE ASSOCIATION OF AMERICAN INDIANS, INC. for the provision of residential alcohol/drug treatment and transitional housing for the period of May 1, 2005 through April 30, 2008; in a total grant amount not to exceed $410,000.

COMMUNITY AWARENESS TREATMENT SERVICES |
Shelagh Little, Deputy Director of Housing, presented the request to enter into a new contract with Community Awareness Treatment Services.
On motion by Vice President Martinez, seconded and carried, the Commission granted authorization to enter into a new contract with
COMMUNITY AWARENESS TREATMENT SERVICES (CATS) for provision of permanent housing at the Coronado Hotel in the Housing First Program; during the period of May 1, 2005 though June 30, 2006; in a total contract amount not to exceed $1,471,972.

Cindy Ward, Housing and Homeless Family Programs Manager, presented the request to modify the contract with Compass Community Services.
On motion by Commissioner Stewart, seconded and carried, the Commission granted authorization to modify the contract with
COMPASS COMMUNITY SERVICES for provision of Targeted Case Management; during the period of July 1, 2004 through June 30, 2005; in the amount of $123,889 for a revised total contract amount not to exceed $1,022,350.

Cindy Ward, Housing and Homeless Family Programs Manager, presented the request to modify the contract with Edgewood Children’s Center.
On motion by Commissioner Murphy, seconded and carried, the Commission granted authorization to modify the contract with
EDGEWOOD CHILDREN’S CENTER for provision of Targeted Case Management; during the period of July 1, 2004 through June 30, 2005; in the amount of $181,551 for a revised total contract amount not to exceed $2,045,329.

FAMILY SUPPORT SERVICES OF THE BAY AREA |
Cindy Ward, Housing and Homeless Family Programs Manager, presented the request to modify the contract with Family Support Services of the Bay Area.
On motion by Commissioner Dearman, seconded and carried, the Commission granted authorization to modify the contract with
FAMILY SUPPORT SERVICES OF THE BAY AREA for provision of Targeted Case Management; during the period of July 1, 2004 through June 30, 2005; in the amount of $132,116 for a revised total contract amount not to exceed $2,151,473.

Cindy Ward, Housing and Homeless Family Programs Manager, presented the request to modify the contract with Hamilton Family Center.
On motion by Commissioner Stewart, seconded and carried, the Commission granted authorization to modify the contract with
HAMILTON FAMILY CENTER 260 Golden Gate, for provision of Targeted Case Management; during the period of July 1, 2004 through June 30, 2005; in the amount of $58,212 for a revised total contract amount not to exceed $4,313,502.

On motion by Commissioner Murphy, seconded and carried, the Commission granted authorization to modify the contract with
HAMILTON FAMILY CENTER Waller Street, for provision of Targeted Case Management; during the period of July 1, 2004 through June 30, 2005; in the amount of $58,212 for a revised total contract amount not to exceed $2,335,196.

Cindy Ward, Housing and Homeless Family Programs Manager, presented the request to modify the contract with Mount Saint Joseph
Saint Elizabeth.
On motion by Vice President Martinez, seconded and carried, the Commission granted authorization to modify the contract with
MOUNT SAINT JOSEPH/SAINT ELIZABETH for provision of Targeted Case Management; during the period of July 1, 2004 through June 30, 2005; in the amount of $41,473 for a revised total contract amount not to exceed $653,766.

PROVIDENCE FOUNDATION |
Cindy Ward, Housing and Homeless Family Programs Manager, presented the request to modify the contract with Providence Foundation.
On motion by Vice President Martinez, seconded and carried, the Commission granted authorization to modify the contract with
PROVIDENCE FOUNDATION to extend the Winter Shelter Program; during the period of May 1, 2005 through June 30, 2005; in the amount of $59,427 for a revised total contract amount not to exceed $779,002.

Cindy Ward, Housing and Homeless Family Programs Manager, presented the request to enter into a new contract with Compass Community Services.
On motion by Vice President Martinez, seconded and carried, the Commission granted authorization to enter into a new contract with
COMPASS COMMUNITY SERVICES for the provision of the Clara House Program; during the period of July 1, 2005 though June 30, 2008; in a total contract amount not to exceed $726,816.

CATHOLIC YOUTH ORGANIZATION |
Cindy Ward, Housing and Homeless Family Programs Manager, presented the request to enter into a new contract with Catholic Charities/Catholic Youth Organization.
On motion by Vice President Martinez, seconded and carried, the Commission granted authorization to enter into a new contract with
CATHOLIC CHARITIES/CATHOLIC YOUTH ORGANIZATION for the provision of the Richmond Hills Program; during the period of July 1, 2005 through June 30, 2008; in a total contract amount not to exceed $1,354,212.
