Jill Nielsen, DAAS Deputy Director

Jill Nielsen is the Department of Disability and Aging Services (DAS) Deputy Director of Programs for the San Francisco Human Services Agency. In this capacity, she has oversight for multiple programs that are dedicated to protecting and improving the lives of older adults and adults with disabilities, including In-Home Supportive Services (IHSS) and Adult Protective Services (APS). Additionally, Jill serves as San Francisco’s Public Guardian, Public Conservator, and Public Administrator. She also has oversight for the Representative Payee program as well as the DAS Legal Division that supports the Public Guardian and Public Administrator.

Jill has extensive experience in the field of elder justice. Prior to taking on her current role, she served as the director of the Adult Protective Services program. Before joining the Agency, Jill worked with Alameda County’s APS program for seven years. Jill is a Steering Committee member for the California Elder Justice Coalition, and she has been actively involved in multiple initiatives focused on improving the APS program statewide.

Jill obtained a Master’s degree in Social Welfare from the University of California, Berkeley, and she holds undergraduate degrees in Psychology and Spanish that she received from the University of California, Davis. Jill is a Licensed Clinical Social Worker, and she lives in Albany with her husband and two sons.
