Invitation to Provide Input: New Emergency Services Model for Foster Youth

The City and County of San Francisco Human Services Agency is seeking feedback from stakeholders on a new model for emergency services for foster children and youth who have intensive behavioral needs. These youth, because of the effects of abuse and neglect, present with complex issues and trauma, such as fire setting, assault, sex-offending behavior, commercial sexual exploitation, and developmental delays, that require intensive behavioral supports and services.

This invitation builds on the Continuum of Care Reform (CCR) outlined in Assembly Bill 403. Signed by Governor Brown in 2015, AB 403 builds upon years of policy changes to improve outcomes for youth in foster care by calling for comprehensive reform of placement and treatment options for these youth. A guiding principle of CCR is based on research that indicates family care is essential for foster children in order to develop successfully and improve outcomes. CCR is an opportunity to make lasting changes in our Child Welfare systems.

The meeting will be held on Monday, June 11, 2018 from 2:00 - 4:00 p.m. in the Born Auditorium located at 170 Otis Street, San Francisco. There is no need to RSVP to this invitation. All are encouraged to attend, as community participation is vital to any proposed system transition and improving outcomes for San Francisco foster youth.

The meeting is part of the development process of a future competitive bid; however, no details regarding any upcoming Request for Proposals (RFP) will be discussed at the meeting on June 11. Instead, there will be a presentation providing background on CCR, other emergency service models, and the changes effecting the Child Placement Center in San Francisco. There will be time allocated for brainstorming and questions.
