IHSS Care Providers Annual Refund Payment for Federal Insurance Contribution Act (FICA)

Starting on February 1, 2019, the State Controller’s Office began mailing the annual refund payment for FICA to IHSS Providers. You are entitled to receive this FICA refund payment if you are an IHSS Provider who worked in 2018 but did not earn enough to reach the annual earning’s threshold set by the Social Security Administration.

FICA is a U.S. federal payroll tax that is deducted from each paycheck to cover Social Security and Medicare taxes. This refund was generated in the annual tax reconciliation processes of over-collected FICA payroll deductions across the 2018 tax year. This refund payment does not change your gross pay for 2018.
