Children's Council and Wu Yee Children's Services

Resource and referral agencies help parents, providers, and local communities find, plan for, and provide affordable, quality child care. San Francisco has two resource and referral agencies funded by the California Department of Social Services and HSA's Office of Early Care and Education (OECE): Children's Council of San Francisco and Wu Yee Children's Services.

Children's Council of San Francisco

For more than 30 years, Children's Council of San Francisco has been helping families find and pay for high-quality child care. They serve all communities of the city, providing more than 4,000 free child care referrals and child care subsidy assistance to over 4,000 low-income parents every year. 

Families participating in CalWORKs may qualify for child care subsidies administered by Children's Council. They can help you find child care in your area and explore subsidy options that may assist you in paying for child care services. Learn more about CalWORKs Child Care. 

If you need help paying for child care or finding a child care provider who meets your needs as a parent and the needs of your child, Children's Council of San Francisco can provide you with referrals:

By phone: Child Care Resource & Referral counselors are available by phone Monday through Thursday from 8:30 a.m. to 4:00 p.m , and Friday from 8:30 a.m. to Noon. Call (415) 343-3300 for a referral to a child care provider that best meets the needs of your family.

In person: Visit the Resource & Referral drop-in room to receive free child care referrals, publications, and resources. The Children's Council Resource Room is located at 445 Church Street, between 16th and 17th Streets, and is open Monday through Friday from 9:00 a.m. to 5:00 p.m.

Wu Yee Children's Services

Wu Yee Children's Services is a nonprofit children and family services agency established in 1977. Wu Yee offers child care resource and referral services that include:

  • Administration of child care subsidies for low-income families
  • Parent-child play groups
  • Parent support groups
  • Workshops on parenting and health education
  • Professional consultation with parents and providers on children's health and special needs issues
  • Book and toy lending libraries
  • Computer center
  • Assistance in accessing job training and education
  • Child care provider training and business start-up
  • Child nutrition and other provider support services
  • Education and advocacy for quality child care and family support services

Wu Yee also administers and operates several child care centers, including San Francisco's Early Head Start programs, and administers a city-wide employment incentive program for child care providers.
