Disaster CalFresh

HSA helps you apply for new, replacement, or supplemental CalFresh food benefits in the event of the disaster. 

If your household experiences personal food loss due to a local or federally declared disaster anywhere in the state, HSA can help you apply for emergency CalFresh food assistance.

Most Disaster CalFresh benefits will be available within three days of the date of application. Eligible households will receive their benefits via an Electronic Benefit Transfer (EBT) card, a debit-like card that can be used to purchase food items at grocery stores and other authorized retailers. EBT cards may also be used to purchase hot foods at participating retailers in the disaster region (not statewide).

Disaster CalFresh benefits are available to:

  • State residents affected by a federally declared disaster: Individuals and families affected by a federally declared disaster, such as a wildfire, may apply online or visit visiting any human or social services agency across the state, including the HSA locations in San Francisco. An in-person interview is required to apply for Disaster CalFresh. When a federally declared disaster occurs, please visit MyBenefitsCalWIN for the Disaster CalFresh application deadline.
     
  • Existing CalFresh recipients in need of: 
    • Supplemental food assistance: CalFresh households living in designated zip codes may automatically receive a supplemental Disaster CalFresh benefit on their EBT card up to the maximum amount for the household. Residents from outside those zip codes may apply for supplemental benefits by visiting any human or social services agency across the state, including the HSA locations in San Francisco.
    • Replacement benefits: CalFresh households can get up to one-month’s benefit allotment to replace perishable food that is destroyed as a result of a power outage or evacuation.

Required documents you'll need to apply

  • You'll need to provide one type of verification document for each of the following:
    • Proof of identity
    • Proof of residency in the disaster area and loss/inaccessibility of resources
    • Verification of household residents at the time of the disaster
  • Proof of available monthly income, minus disaster-related expenses such as loss of your home, business, income, food, temporary housing, repairs, and evacuation expenses (see table below).
