OCCUPANCY/COMPLIANCE ASSISTANT FT
Job Description
Employer is a property management company. The candidate must relate well to people and exercise good judgment and discretion in dealing with residents, vendors, and co-workers. Knowledge of HUD, and Tax Credits. Attention to detail and logic and provide excellent customer service. Ability to identify and solve problem. To provide technical support to company's Property Management Department in occupancy-related matters. The Occupancy/Compliance Assistant reports to the Senior Occupancy/Compliance Specialist.
Duties:
After 6 months of training, new hires are expected to perform below duties:
1. Responsible for carrying out the waiting list procedures, including pre-qualification of pre-applicants, maintenance of all applicant files, home visits, credit checks, applicant interviews, leases, lease renewals, house rules and addenda, tenant certifications for subsidy programs, move-in paperwork & scheduling and tenant orientations for properties assigned.
2. Responsible for the proper implementation and training of Selection Criteria to the on-site staff at the properties assigned.
3. Responsible for and utilizes all verification forms for subsidy programs and other related Occupancy forms.
4. Responsible for the periodic and annual tenant certifications as established by program regulations and guidelines for properties as assigned.
5. Responsible for performing Section 8 special billing/vacancy loss reports for properties as assigned.
6. Acts as a liaison between CMC and local Public Housing Authorities (HA), Housing Waiting List (HWL), Shelter Plus Care (S+C), TCAC and other governmental agencies.
7. Attends regularly scheduled meetings for HA, S+C, HWL, TCAC and other governmental agencies.
8. Assists with Rent-Ups as needed.
9. Assists with the weekly vacancy report, and weekly updates of listing of available housing opportunities.
10. Assists to maintain up-to-date Housing Resource Listing and Referral Network.
11. Assists Occupancy/Compliance Monitoring Dept. with monthly billings to HUD and other input on CAM II.
12. Assists Occupancy/Compliance Monitoring Dept. with the monitoring of Resident Managers' tenants' files.
13. Monitors the timely completion of all move-out paperwork for vacating tenants for properties as assigned.
14. Assists in showing vacancies.
15. Assists Occupancy/Compliance Monitoring Dept. with occupancy-related matters under various subsidy programs.
16. May perform other duties as assigned.
Minimum Qualifications:
• High School Diplomas or GED required. Associates Degree; Bachelors of Arts or Science; or one year experience in affordable housing management prefer and two years managing people, projects, materials and information; equivalent combination of education and experience is desirable. Preferably with HUD, Tax Credit or other low income housing programs.
• Be able to pass background check.
PHYSICAL REQUIREMENTS:
• This position deals with outside personnel such as residents and clients on a regular basis with contact in various forms such as in person, phone and email.
• It is sometimes necessary to deal with unpleasant or angry people with the need to problem solve difficult situations.
• The location of this position change frequently from indoors to outdoors as site visits are necessary.
• Occasionally may lift items 10 pounds, push items 20 pounds, climb ladder, sit, stand, kneel, twist, or grasp/pull/carry/push equipment such as janitorial carts, vacuums, brooms, or mops and walk on uneven ground.
• Ability to operate light office equipment and computer workstation.
• Requires ability to perform repetitive movement of hands, wrists and fingers for use of keyboard and the opening/closing of drawers.
• May involve the ability to be seated for extended lengths of time, including lengthy exposure to computer screens.
• May require ability to travel to other company locations.
After 6 months of training, new hires are expected to have:
• Oral and Written Comprehension and expression – Ability to listen to, understand and speak so others can understand ideas and information presented verbally. Must be able to distinguish the sounds mad by emergency equipment from other environmental sounds. Ability to read and understand communicate information ideas in writing so others will understand.
• Problem sensitivity/Deductive Reasoning- Ability to tell when something is wrong or is likely to go wrong and then apply general rules to specific problems to produce answers that make sense. Use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems and considering the relative costs and benefits of potential actions to choose the most appropriate one.
• De-escalation-Ability to remain calm and reduce the severity of situations so that they are handled in a diplomatic and professional manner.
• Mathematical skills- Ability to add, subtract, multiply, and divide, sing whole numbers, fractions, and decimals. Ability to compute rate, ratio, and percent. Ability to read and understand basic financial statements and a willingness to learn to prepare annual budgets.
• Policies and Regulations- Knowledge of company policies, federal, state, and local laws regarding to government regulations and agency rules that pertain to properties managed.
• Demonstrated knowledge on Microsoft Office programs such as word, excel, outlook and Yardi system are essential.
