What is CAAP?
CAAP provides cash assistance and employment services to low-income San Franciscans with no dependent children, including those who cannot work, immigrants, and refugees.
CAAP issues monthly benefits on an Electronic Benefit Transfer (EBT) card that you use like a bank card for purchases at retail stores or at ATMs to withdraw cash.
Your eligibility for CAAP is based on residency, income, and expenses. You may be eligible to receive CAAP benefits while working or attending vocational training or classes for GED, ESL, or a high school diploma.

The Apple App Store sells an app called “Ebt edge – food stamps” that costs $4.99/week or $60 for lifetime access. Never pay to access your EBT benefits. Only use the official app: FIS ebtEDGE — it’s free and supported by the state of California.
