Long-Term Care Ombudsman Program

Ombudsman services are free, confidential, and provided by the Felton Institute, an SFHSA community partner.

The Ombudsman Program is required by federal and state laws to advocate for the rights of people living in San Francisco's skilled nursing facilities, residential care facilities for the elderly, and assisted living programs. The Ombudsman receives and responds to individual complaints and issues by, or on behalf of, these residents. These may include allegations of elder abuse.

Who is eligible for Ombudsman services?

Older individuals, 60 years of age or older, or dependent adults (18 - 60 years) who are residents of long-term care facilities (nursing, skilled nursing, distinct part nursing facilities, residential care facilities for the older adults, and other adult care homes similar to these facilities) regardless of their income. The program may serve residents under 60 years of age if a majority of the facility residents are over age 60.

Ombudsman provides the following services:

  • Responds to calls of suspect physical, mental, or emotional abuse of residents
  • Answers questions or concerns about the quality of care of residents or about financial abuse of residents
  • Acts as a witness for advanced directives for residents
  • Attends a resident care plan meeting
