Benefits and support

CAAP issues your monthly cash benefits on an Electronic Benefit Transfer (EBT) card. You can use your EBT card like a bank card for purchases at retail stores or at ATMs to withdraw cash.   

  • Free Muni passes
  • Counseling for mental health, substance abuse, and domestic violence issues
  • More free or discount deals for museums, utilities, legal advice, and more

  • Journey Home Program provides eligible participants with a free bus or train ticket to a destination (in the lower 48 states) and a meal stipend. The program can also cover overnight shelter or hotel stay if the participant’s train or bus does not leave the same day. Get program details.

  • Immediate access to JobsNOW!, HSA’s job matching and internship program: To apply call (877) 562-1669 or email applyforjobsnow@sfgov.org.
  • Placement in a job.
  • Earned Income & Asset Disregard Program: Designed to promote self-sufficiency

  • Free California DMV Identification Card (one-time assistance only) 
  • Birth certificate if required for your CAAP eligibility
  • Supplemental Security Income (SSI) if you have a long-term disability

🚨 New warning for EBT cardholders

A third-party app called Ebt edge – food stamps is showing up in the Apple App Store. It charges users $4.99/week or $60 for lifetime access — but this is not the official app.  The state of California will never charge EBT cardholders to use the official EBT app.

Only use the official app:  FIS ebtEDGE — it’s free and supported by the state of California.

To stay safe:

  1. Delete any unofficial EBT apps.
  2. Download the official app: FIS ebtEDGE
  3. Never pay to access your EBT benefits.
